Description
NASA/ARC has a requirement for an Assessment of Uncertainty for Propellant TankExplosion Simulations in support of NASAs Simulation Assisted Risk Assessment (SARA)Project. SARA supports NASAs Ares Project through the use of physics-based analyses toassess failure environments associated with space exploration system failures. Thecurrent requirement involves high-fidelity simulation of various failure scenarios withpotential to lead to explosion in an effort to quantify the consequences of thesefailures. Ultimately, results of the simulations are expected to be processed in such away that consequences can be quantified and integrated with the SARA ascent abort riskmodeling effort. NASA/ARC intends to purchase this Assessment from Craft-Tech, the only company that hasthe required experience developing and analyzing failure environments for the SARAproject regarding potential consequences of leakage through a LH2/LOX tank commonbulkhead, bulkhead leak simulations, simulation of LOX/LH2 tank drop tests and simulationof boiling liquid, expanding vapor explosions (BLEVEs). Specific required capabilitiesinclude first-principles physics models for cryogenic fuel vaporization, turbulentmixing, and finite-rate combustion chemistry (hydrogen-oxygen), with subsequent blastwave initiation and propagation. In addition, the task requires demonstrated expertise inthe operation of the above-mentioned computational tools in the development of validresults. The current requirement is a continuation and expansion of previous workperformed by the vendor. This posting replaces previous posting NNA08258688Q-AMG. The Government does not intend to acquire a commercial item using FAR Part 12. See Note26. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon September 8, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis.A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
