Description
The Naval Explosive Ordnance Disposal Technology Division (NAVEODTECHDIV), Indian Head, Maryland is requesting information to support market research on high energy laser systems for the Joint Laser Ordnance Neutralization System (JLONS) Program. All respondents must have an existing prototype system in some phase of development and the system must be a 1-5 kW fiber laser (approximately 1 m wavelength), ruggedized for field use, and integrated onto a mobile ground vehicle. The scope of this effort is to gain insight into the operational, supportability, and costs associated with current systems to aid in predicting the needed resources of a future JLONS system. Information is requested on the following topics, in as much detail as the vendor would like to provide. 1. SYSTEM: Provide the overall general specifications of the system and a diagram layout of the subsystem interaction. 2. SUBSYSTEMS: Provide visuals and descriptions of each subsystem including key technical specifications. Discuss whether the subsystem is commercial off-the-shelf (COTS) or modified COTS; and whether it was an internal development project or procured from a vendor (please provide a vendor POC). If modified COTS, discuss how much custom development was required. Address how extensive the subsystem integration was and additional components that were needed (i.e. wiring, etc.). Discuss the complexity of the vehicle integration, including the manpower and custom machining required. Discuss how the system/subsystems were ruggedized to meet field conditions and how the subsystems were tested prior to integration into the system. Has any system modeling been completed? If so, for which subsystems or components? 3. SOFTWARE: Discuss how much software development has been completed for the system, i.e., Source Lines of Code (SLOC); breaking down the SLOC by subcomponent and discussing the level of difficulty of the code development. Please provide how many SLOC are new, modified, or reused code. 4. COST DATA: Relevant cost factors are important to our analysis. Please provide any current cost estimate data for your system (cost to procure). Discuss any internally funded efforts including any associated cost and schedule information. Discuss any major cost drivers for the system and if any Cost As an Independent Variable (CAIV) analysis or tradeoff studies have been completed. If so, please identify and discuss the methodology. 5. SAFETY: Discuss any safety features of the system and how safety issues are currently being addressed (i.e., operator qualification, safety for usage on ranges/tests, any independent certifications necessary or obtained). 6. TRAINING: Discuss what kind of training scheme, if any, has been used or developed for the system and provide any lessons learned from any prior system training. 7. MAINTENANCE PLANNING: Discuss any maintenance plans for the subsystems components that have been developed or considered. Address the current preventative maintenance needed for the system. Identify high failure repairable and consumable items for the system, and the items that can be replaced by the operator without requiring a technical background on the system. Please discuss any diagnostic equipment built into the system and how often regular checks or diagnostics are run. SUBMISSIONS: Information may be provided in the form of white papers, power point presentations, brochures, specifications sheets, and points of contact. Please limit your response to fifteen (15) pages. Design proposals requiring developmental funding are not of interest at this time. The cover page should include the business name, solicitation number, unique title, technology area(s), names, addresses, telephone numbers, and email addresses of technical/business points of contact. This announcement is not a formal solicitation and is not a Request for Proposal.
