Description
This proposed procurement is unrestricted. The NAICS assigned for this procurement is 531390. There will be one or more Fixed Priced Blanket Purchase Agreements awarded under this solicitation; which is issued as an RFQ under the Test Program for Certain Commercial Items FAR 13.5. The performance period is for a base period of one year with four one year options. Individual calls issued under the BPAs will not exceed the simplified acquisition threshold for commercial items. The contractor will be responsible for providing the following services in support of the Department of Defenses National Relocation Program DNRP: Relocation Information Counseling, Home Marketing Assistance, Guaranteed Home Sale, Property Management Program, Destination Area Assistance, to include Home Finding for Buyers, Home Finding for Renters and Mortgage Counseling. The total program ceiling for the BPAs will be $368.0M over the five year period. This capacity will be shared among the BPA awardees selected as a result of this solicitation. The solicitation requires separate technical and cost proposals to be evaluated on the basis of best value. Competitive quotations will be evaluated based on the evaluation criteria set forth in the solicitation package. The solicitation will be issued concurrently with this notice and will include a three week turnaround for receipt of quotations. The solicitation will be provided in an electronic format to all authenticated account holders of Federal Business Opportunities FBO System. Please note that all Corps of Engineers acquisitions are considered Sensitive, But Unclassified Documents, and require users to have a valid MPIN entered in the FBO system to access package. The media through which the Government chooses to issue this solicitation will be the Internet only. This solicitation will not be issued in paper. No phone or fax requests for copy of solicitation will be accepted.
