- The U.S. Army Mission Installation Contracting Command (MICC), Aberdeen Proving Ground Directorate of Contracting (APG DOC) intends to award a sole source fixed-price purchase order under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures, for the acquisition of the upgrade of Horizon Laboratory Information Management System produced by ChemWare, Inc. for the U.S. Army Center for Health Promotion and Preventive Medicine. This acquisition is required to support the CHPPM by expanding its capability through a technical refresh of existing user based licensing to portal based management of Horizon Lab Information Management Software. This upgrade will enable enhanced user populations and provide a web based interface which can be accessed anywhere on the CHPPM network. Being that Chemware, Inc. is the only manufacturer that possesses the rapid integration skills required to meet US Army needs, the MICC, APG has decided to award this purchase order as a sole source acquisition. No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the requirements described herein may submit a response no later than September 5, 2008, 12:00 PM to be considered. Responses to this posting must submitted in writing via e-mail only. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the Federal Government.
