- Under the authority of Federal Acquisition Regulation, Part 13, Subpart 13-106-1, the Department of Veterans Affairs, Minneapolis VA Medical Center, intends to contract with Columbus Instruments International Corp, on a sole source basis. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13, and is for the purchase of the Indirect Calorimeters and Activity Chambers for the Research Department. The components from Columbus Instruments International Corp. are needed to determine the energy expenditure (EE) during resting period and during physical activity, and to measure physical activity while measuring energy expenditure (oxygen consumption and CO2 production); in the research subjects that will be participating in the Merit Review Grant "Brain Neural Tropical Factor Induce Weight Loss Neural Mechanism". This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone request will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government. A determination by the Government to not compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. The NAICS code 334516 and business size is 500 employees or less. If no affirmative written response is received within seven (7) days from the publication of this synopsis, a contract may be issued to Columbus Instruments International Corp.
