Description
This notice is a combined synopsis/solicitation for commercial items prepared inaccordance with the format in FAR Subpart 12.6, as supplemented with additionalinformation included in this notice. This announcement constitutes the onlysolicitation; offers are being requested and a written solicitation will not be issued. Multiple awards will be made with this solicitation.NASA/JSC intends to award one or more studies for material technology of commercial offthe shelf (COTS) products for flexible protective packaging of critical space hardwareused during Extravehicular Activity (EVA) on the lunar surface. The study is required to further NASAs knowledge of the commercial market in order toexplore the use of COTS products for flexible protective packaging of critical spacehardware used for EVAs on the lunar surface. The purpose of this study shall be toanalyze and eventually develop a packaging material that holds and protects critical EVAlife support electronics and fluid assemblies during activities on the moon. Thecritical EVA life support electronics and fluid assemblies are components that must beconsistently held in place in their package and protected from impact created by, forexample, falling on the lunar surface. Studies are to be performed in accordance with theattached statement of work (SOW). NASA reviewed a number of products and performed analyses of vendordata against a range of expected performance criteria.Tests included, but were notlimited to: low and high strain rate energy absorption and recovery, thermal evaluationsat the temperature extremes expected to be encountered in EVA missions, andthermal-vacuum exposure. The results of this testing, in the form of a report, isattached for the purpose of providing potential offerors insight into how NASA intends touse a material in its final configuration, how the performance goals outlined in theattached SOW were derived, and the criticality of the performance goals including howmuch flexibility is allowable in meeting the them when competing characteristics must betraded. Responses are limited to 15 pages. The pagelimitations do not apply to the cost and representations & certifications portion of theresponses. A page is defined as one side of a sheet, 8 1/2" x 11", with at leastone-inch margins on all sides, using no smaller than 12-point font type, with theexception of no smaller than 10 point font for tables and figures.The technical section of the responses shall include the following information: 1. Name, address, and size of business2. Work plan to meet SOW requirements with key milestones identified3. The offeror should provide information that illustrates confidence that their approachwill achieve the performance objectives. Discuss distinguishing aspects of the offeror'stechnology, processes, or research methods for developing or modifying materials. 4. Qualifications/Capabilities (key personnel and facilities)5. The offeror shall state if the requirement is considered to be a commercial orcommercial-type product. A commercial item is defined in FAR 2.101. The cost section of the response shall include labor, materials, and any other direct andindirect costs associated to completing the statement of work.The representations and certifications section shall include completed copies of theprovisions in FAR 52.2112-3 (JUNE 2008) Representations and Certifications CommercialItems with their offer. These representations and certifications will be incorporated byreference in any resultant contract.
