Description
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of Law Enforcement (OLE) headquarters provides support for all NOAA law enforcement activities at the Silver Spring, MD location and at six divisional offices co-located with regional NOAA facilities. The government requires a web-based subscription renew licensing, Data software to support, and consultative services for the market price information and foreign Trade Data. The data shall include information on all frozen waterborne shipment of seafood entering the United States, including but not limited to commodity names, importer and exporter names and addresses, volume of shipment, origin country, US port of entry, date of arrival and much more are provided in this fully upgraded online version. By simply going into the Foreign Trade website you can access full lookup and sorting capabilities, trade reports, full color summary reports and charts, address reports, and weekly data updates. Foreign Trade Data website puts the complete records of all waterborne seafood shipments at your fingertips, for you to analyze and search in whichever way you desire. Information is automatically updated weekly with the most recent data of imports. Approximately 1200 new records are added each week. All deliverables must meet professional standards and the requirements set forth in contractual documentation and procedures. The data shall be current and updated not less frequently than weekly. The deliverables shall include downloadable reports. The period of performance is Date of award through September 20, 2009 with one year option to renew software. The contractor shall not be permitted to disclose any information which has not entered the public domain. Title to all government data shall remain with the government. The information set forth in the Pre-Solicitation notice is an advanced copy of NOAA's Request for Quotation (RFQ) that becomes final unless otherwise modified before the response date. This requirement is a total small business set-aside. The applicable NAICS code is 511120. The resulting purchase order shall be awarded on a best value basis and will be firm fixed price. Best value evaluation factors include the following: 1) Technical Approach - The likelihood of effectively meeting the requirements; 2) Past Performance - The relevance and quality of prior performance; and 3) Price - The amount, realism and consistency of the evaluated price. The evaluation shall be based on use of the adjectival scheme as follows: Outstanding (O) - Conspicuously striking in eminence; Good (G) - Beneficial and worthwhile; sound and valid; Adequate (A) - Reasonably sufficient and suitable; Marginal (M) - Minimally suitable at the lower limit. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26. All responsible sources that can meet the requirements and provide the items as listed above may respond to this solicitation by submitting a quotation addressed to Gina E. Lee, Purchasing Agent, National Oceanic & Atmospheric Administration, 1305 East West Highway, Suite 7144, Silver Spring, Maryland 20910, to be received no later than September 10, 2008 at 12:00pm.
