- The Food, Conservation and Energy Act of 2008 (P.L. 110-234) Sect. 4142 calls for a study on the feasibility and effects of including the Commonwealth of Puerto Rico as a "state" under the SNAP (Supplemental Nutrition Assistance Program). The study shall include assessing the administrative, financial management and other changes that would be necessary for the Commonwealth to establish a comparable SNAP, including benefit levels, income eligibility standards, deduction levels, estimates of federal and Commonwealth benefit and administrative costs, and an assessment of the impact on low-income Puerto Ricans. As a result of this Act, FNS is looking for Small Businesses that have the capabilities to compete for a contract for this study. You are requested to submit a statement of your capabilities (no more than five (5) pages), by the closing date.
