Description
The U.S. Army JM&L LCMC- Picatinny Arsenal, NJ has a requirement to procure aMulti-Use/Urban Operations Joint Training System (MOUT) that is capable of providing many training scenarios not possible with other systems and the ability to easily reconfigure the units in order to continually provide new unfamiliar training environments. The modular training units will be evaluated as a method further reducing the environmental impacts while providing a sustainable training capability and will be assessed for modification specific to the users needs. The contractor shall provide reconfigurable modular training units meeting the following reconfiguration requirements: 1.Units shall accommodate a minimum of 3-vertical stories 2.Interior stair locations shall be reconfigurable without equipment and shall be Occupational Safety and Health Administration (OSHA) compliant 3.Interior and exterior stairs shall be OSHA compliant with hand rails 4.Units shall be a frame and panel, where the panel reconfigurations shall be achieved without tools 5.Units shall be capable of either assembly or disassembly at the rate of 0.02 man-hours per square foot of floor space. 6.Units shall be ability to create large rooms with different configurations. Rooms shall be configurable to a dimension of at least twenty (20) feet wide by twenty-four (24) feet long 7.Training module units shall have a walkable roof and rappel points 8.Other features shall include: reconfigurable hallways, reconfigurable window locations, reconfigurable exterior door locations, reconfigurable enclosed stairwells, simulated crawl space, reconfigurable breach doors, reconfigurable breach windows, active ventilation and dimmable lights 9.Units shall be capable of being moved by the Government to other sites utilizing existing heavy lifting equipment such as cranes and/or forklifts used to move ISO shipping containers. Material of Construction and Size Requirements: The contractor shall provide reconfigurable modular training units meeting the following size and material of construction requirements: 1.Frame and panel construction with interchangeable interior and exterior walls 2.Nominal wall panel size shall be four (4) feet wide by eight (8) feet high 3.Panel weight shall not exceed fifty-five (55) pounds 4.Material of construction for the wall panels shall be non-metallic and non-marking with molded-in color finish 5.Training module unit structures shall be self-supporting (on firm level ground) without the need for a permanent foundation 6.Dimensions of the modular frames shall meet the requirements of ISO 1496 7.Connections of the modular frames shall meet the requirements of ISO 3874 8.Floor load capacity shall support a minimum of 100-pounds per square foot 9.Concentrated floor loading shall be 1,000-pounds 10.Walls/wall system shall withstand a minimum of a 500-pound lateral force 11.Units shall be designed by a licensed structural engineer as per the approved contractor engineered drawings. 12.Units shall meet all local and federal (OHSA) safety requirements. 13.Units shall be capable of sustaining winds in excess of 70 miles per hour. 14.The modular training system shall be self sufficient structures which do not require auxiliary support (no permanent foundation required, no additional structures required, no auxiliary covering or enclosures). Training Scenario Requirements - The contractor shall provide reconfigurable modular training units meeting the following requirements: 1.Training module units shall be compatible with all less-lethal rounds (up to and including 60-caliber) 2.Training units shall support and include stress inoculation scenarios simulated with smoke, smell and sound 3.Training units shall be fully instrument with an Advanced Systems Architecture for Urban Live Training package, to enable control of training exercises and real-time feedback to a After Action Review workstation This action is being sole sourced out to UXB International Inc. ONLY electronic submissions will be accepted. NUMBER NOTE 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
