Description
The NASA/GSFC Thermal Infrared Sensor (TIRS) Instrument Team is considering thepurchase of a flight cryocooler to provide cooling for a set of Quantum Well InfraredPhotodetectors (QWIPs). The TIRS instrument will form a part of the instrumentcompliment on the LANDSAT Data Continuity Mission (LDCM). The TIRS team is alsoconsidering an option to purchase an engineering model cryocooler from the provider ofthe flight cryocooler.The purpose of this RFI is to identify potential interest in providing a cryocooler forthe TIRS instrument. This is for information and planning purposes and to allow industrythe opportunity to verify reasonableness and feasibility of the requirements and topromote competition. While our intent is to team with an industry partner, we are not bound by this RFI to doso. This is not a Request for Proposal, nor a Request for Quotation, nor an Invitation toBid. Therefore, this RFI is not to be construed as a commitment by the Government toenter into a contract nor will the Government pay for information provided in response tothis RFI. NASA would like to survey the market for existing qualified cryocooler models or designsin order to incorporate this information into the TIRS instrument conceptual design andto obtain answers to several questions in the attached Thermal Infrared Sensor (TIRS)Cryocooler Questions document.Responses from industry are requested by Friday, September 12, 2008, in the form ofwritten and illustrated descriptions of expected cryocooler hardware or designmodifications, performance parameters and maps, estimates for costs and schedule, as wellas any associated interface and design assumptions. Responses can be submitted viaemail.The subject line of the submission should be "RFI for TIRS Cryocooler, andattachments should be in Microsoft WORD, POWERPOINT, or PDF format. The email text mustgive a point-of-contact and provide his/her name, address, telephone/fax numbers, andemail address. The information is requested for planning purposes only, subject to FARClause 52.215-3, entitled "Solicitation for Information for Planning Purposes."It is not NASA's wish to publicly disclose vendor proprietary information obtained duringthis solicitation. To the full extent that it is protected pursuant to the Freedom ofInformation Act and other laws and regulations, information identified by a respondent as"Proprietary or Confidential" will be kept confidential.It is emphasized that this RFI is for planning and information purposes only and is NOTto be construed as a commitment by the Government to enter into a contractual agreement,nor will the Government pay for information solicited.No solicitation exists; therefore, do not request a copy of the solicitation. If asolicitation is released, it will be synopsized in FedBizOpps and on the NASA AcquisitionInternet Service.
