This announcement constitutes the only solicitation;offers are being requested and a written solicitation will not be issued. This notice is being issued as a total small business set-side; the offeror shall statein their offer their size status for this procurement. The RFQ is for fabrication of structural test data cables per specifications attached aswell as a description of the details of the products being procured in this synopsis. The provisions and clauses in the RFQ are those in effect from June 2008. All responsible sources may submit an offer which shall be considered by the agency. Products shall be delivered to NASA/MSFC, Central Receiving BLDG 4631, Saturn Road, MSFC,AL 35812, and shall be FOB Destination. In the quote, offerors shall give an estimated time of completion. Offers for the products described on the attached SOW are due by 09/04/2008 by 12:00 noonCST to Elizabeth Mudler/DFS/PS22 for this solicitation via email atElizabeth.emudler@nasa.gov or via fax at 256-544-4401, faxed correspondence is acceptablebut not preferred and must include, solicitation number, CCR, FOB destination to thisCenter, proposed completion schedule, discount/payment terms, warranty duration (ifapplicable), taxpayer identification number (TIN), identification of any specialcommercial terms, and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (JUNE 2008), Instructionsto Offerors-Commercial Items, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in theclause entitled "Buy American Act -- Supplies," the offeror shall so state and shall listthe country of origin. Telephone questions will not be accepted. SELECTION WILL BE BASED ON Best Value to include LOWEST PRICE TECHNICALLY ACCEPTABLE (FAR15.101-2). Technical acceptability will be determined by review of information submittedby the offeror which must provide a description in sufficient detail to show that theservice offered meets the Government's requirement. Offerors are encouraged to submit representations and certifications along with theirquote, but shall be required if the offerors quote is eligible for an award. Per FAR52.212-1 and 4.1201, offerors are mandated to complete representations and certificationselectronically, in conjunction with Central Contractors Registration (CCR) database.
