Description
The proposed procurement is Unrestricted. NAICS Code: 562910, Size Standard is 500 employees. This procurement is being advertised as a Request for Proposal (RFP). Title: MULTIPLE AWARD MILITARY MUNITIONS SERVICES (MAMMS). Location: U.S. Army Corps of Engineers Baltimore District (USACE) and its customers located throughout the USACE Military Munitions Design Center Area of Responsibility. Total Capacity: $180,000,000. The USACE intends to award three to five Indefinite Delivery/Indefinite Quantity contracts with a 5 year base period and combined capacity not to exceed $180,000,000. The MAMMS contracts awarded under this solicitation will be for various Military Munitions (MM) & Environmental Remediation Services in support of the U.S. Army Corps of Engineers (USACE) Baltimore District MM Design Center as well as the Baltimore Districts MM remedial and removal missions. The task orders under the awarded contracts will possess performance-based, cost-reimbursable and firm-fixed price features, and will be issued for various known or suspected sites that have been impacted by military munitions and/or contamination. The primary focus of these contracts will be environmental projects that are contaminated with Munitions and Explosives of Concern (MEC) or Munitions Constituents (MC) and may also have been impacted by hazardous or radiological waste. Competitive proposals will be evaluated based on the evaluation factors set forth in the solicitation. Separate technical and cost proposals will be evaluated, and contracts will be awarded to the offerors providing the best value to the Government, which will be determined by use of a trade-off process. All responsible sources may submit a proposal which shall be considered by the agency. Large firms will be required to submit a subcontracting plan with their proposal. The subcontracting goals will be: Small Business 70% Small Disadvantaged Business - 6.2% Women-Owned Small Business - 7.0% HUBZONE Small Business -9.8% Veteran Owned Small Business - 3% Service-Disabled Veteran Owned Small Business 1% To be eligible for award, offerors will be required to have an accounting system capable of supporting cost type contracts. The solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of Federal Business Opportunities (FBO) System. Please note that all Corps of Engineers acquisitions are considered Sensitive, But Unclassified Documents, and requires users to have a valid MPIN entered in the FBO system to access package.
