Description
This acquisition is 100% small business set-aside and the North American Industry Classification System (NAICS) code is 541990 with a small business size standard of $6.5 million. This solicitation is being posted in accordance with rules and regulations stated under FAR part 13-Simplified Acquisitions Procedures. The proposed length of this contract will be for one full calendar year. The place of performance will be at Hutzel Women’s Hospital, 3990 John R Street, Detroit, MI 48201. The National Institutes of Health (NIH), National Institute of Child Health and Human Development (NICHD) have a requirement to procure the services of Advaita Corporation, 1777 Kirts Boulevard, Troy Michigan, 48084. Advaita will be providing bioinformatics support for the performance of research activities of the Perinatology Research Branch (PRB). Advaita will provide the following services: 1.Provide expertise in the analysis of data generated during the conduction of PRB related research. 2.Conduct a course on microarray analysis for fellows and faculty of the PRB. Provide expertise as training as required to the life scientists in the PRB. 3.Contribute to the preparation of abstracts and manuscripts for the publication in reference to protocols of work performed at and/or related to the PRB. CONTRACTOR REQUIREMENTS: 1.The contractor shall personally perform all services described in the Statement of Work (S.O.W.) of this contract. 2.The contractor will be available on a regular basis for face-to-face meetings consultations @ the place of performance relevant to the scope of the S.O.W. The ability to meet in person on a regular basis for collaboration is critical. 3.The contractor will be available on a regular basis for telephone consultations relevant to the scope of the S.O.W. FEDERAL GOVERNMENT RESPONSIBILITIES: 1.The Project Officer or other designated NICHD personnel will provide overall direction and an outline of the scope of specific services required to support the operation of the PRB. 2.The Branch Chief and other designated NICHD personnel will be available to the contractor for consultations relevant to the S.O.W. Advaita Corporation has an extensive bioinformatics experience in the areas required by the PRB and has provided similar services in the past to the PRB, they are very familiar with the PRB operations. Advaita is immediately available to render services to the PRB at the place of performance where the PRB is currently housed. To the best of the Governments knowledge the proposed contractor is the only known source that can provide the services that the PRB requires immediately and efficiently at the place of performance. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. Interested vendors may identify in writing their interest with a capability statement to the Contracting Office prior to the closing date of this notice. This notice of intent is not a request for competitive proposals, however, all responses received, before the closing date, of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that the Request for Quotation (RFQ) NIHDK2008074-A will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due seven (7) days after the release of the RFQ. Request for copies of the RFQ must be in writing to the National Institute of Diabetes and Digestive and Kidney Diseases, 6707 Democracy Boulevard, Two Democracy Plaza, Room 774B, Bethesda, MD 20817 Attention: Tina Robinson or by email to robinsti@mail.nih.gov.
