- This is a Combined Synopsis/Solicitation (CSS) for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Part 12.6 and Part 13.5 Test Program for Certain Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Request for Quotes (RFQs) are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26, Effective 12 June 2008 and Defense Federal Regulation Supplement (DFARs), current to DCN 20080812 Edition. The awarded contract will be firm-fixed priced. It is anticipated that payment will be made by Defense Finance and Accounting Circular (DFAS). This action is solicited as a 100% small business set-aside. The North American Industry Classification System (NAICS) is 813110 with a size standard of $7 million. All prospective bidders must be actively registered in the Central Contractor Registration. Offerors may register online at https://www.bpn.gov/CCR/scripts/index.html. The quotation shall consist of one Contract Line Item Number (CLIN) 0001, Quantity: 1 Unit of Issue: Lot, Description: Director of Protestant Religious Education. Information on the Protestant Religious Education Coordinator position can be found at www.yuma.army.mil/contracting/index.html for work statements, minimum requirements, and additional requirements. This CSS is located at the U.S. Army Mission and Installation Contracting Command Center Yuma website at: http://www.yuma.army.mil/site_contracting.asp. All quotations shall be clearly marked with Request for Quotation (RFQ) referencing number W9124R-08T-1089, an email sent to the Point of Contact or fax to 928-328-6849 no later than the 29 August 2008 at 1:00 p.m. Mountain Standard Time (MST). Offerors that fail to furnish required representations or technical information as required by FAR Clause 52.212-1 cited below or reject the terms and conditions of this solicitation may be excluded from consideration. The following FAR clauses and provisions are incorporated by reference and apply to this acquisition. FAR Provision 52.212-1 Instructions to Offerors of Commercial Items (Jun 2008). If you are registered in the Online Representations and Certifications Application (ORCA) website at https://orca.bpn.gov/ and have the information posted, you would only have to submit a signed copy of section (b) of FAR Clause 52.212-3.
