- Notice of Intent to Award a Sole Source Procurement -YSI Incorporated d/b/a Yellow Springs International The U.S. Fish & Wildlife Service (USFWS) in Portland Oregon intends to award a sole source firm fixed-price purchase order under authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Other Than Full and Open Competition procedures and FAR Part 13, Simplified Acquisition Procedures; for acquisition of six stationary and self-contained water quality monitoring sondes with internal battery packs and data storage capabilities - San Luis National Wildlife Refuge Complex, Nevada. This acquisition is needed to measure the following parameters in waters entering the refuge for the purpose of perpetuating trust resources: Dissolved Oxygen, pH, temperature, and specific conductance/salinity/TDS/Resistivity. YSI Incorporated d/b/a Yellow Springs International is the only supplier/mfgr known to the USFWS which has deployed their equipment (sondes) in wetland sites of the Central Valley of California that has consistently performed well in the past. Therefore, the USFWS has decided to award this purchase order as a sole source acquisition. No solicitation or Request for Quote (RFQ) is available for this procurement. Nevertheless, any firm that believes it is capable of meeting the USFWS requirements described herein may submit a response no later than 09/03/2008 by COB to be considered. Responses to this posting must be submitted in writing via e-mail only. A determination not to compete the described purchase order based upon responses to this notice is solely within the discretion of the USFWS. Any questions or comments should be directed to Thomas J.
