Description
The United States Congress designated the Tuxedni Wilderness in 1970 and it now has a total of 5,566 acres. In 1909, two islands at the mouth of Tuxedni Bay off of the western side of the Cook Inlet--Chisik and Duck--were established as a refuge for seabirds, bald eagles, and peregrine falcons. In 1970 they were designated Wilderness and in 1980 became a subunit of the Gulf of Alaska Unit of the Alaska Maritime National Wildlife Refuge. Most of the refuge lies on Chisik Island (tiny, six-acre Duck Island is a rocky dot with almost no vegetation). Chisik slopes upward out of Cook Inlet from sandy beaches on the southern end to 400-foot cliffs on the northern end. As the Tuxedni Wilderness is an extremely remote island with no development, and the IMPROVE sampler requires continuous power and that filters be changed every Tuesday of every week, year round, the IMPROVE monitoring is conducted at a nearby representative site that was established in 2001. Both fine and course particulate monitoring under IMPROVE Progam representative for Tuxedni takes place at the Alaska Homestead Lodge that is located within Lake Clark National Park approximate 5 miles southwest from Chisik Island. The exposed filters are mailed to the appropriate laboratory for analysis. James Isaak of the Alaska Homestead Lodge in being considered for award to be the operator of this site. He is one of very few year round residents within many miles of the wilderness area. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 5 calendar days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
