Description
Under authority of 41 U.S.C. 253 (c ) (1), the VA Medical Center in Dayton, OH intends to issue a sole source award to Lionville Systems, Inc. to supply wall mounted medication cabinets for VA Pharmacy technicians and Nurses. Wall mounted medication cabinets need to be made from a sturdy scratch and dent resistant metal that is cleanable with hospital disinfectants, is neutral and light beige/off-white in color. The cabinets must be flush-mounted on wall surfaces securely to prevent falling off wall if bumped by moving equipment. The exterior dimensions must be no more and no less than 6" deep to meet OSHA requirements and is approximately 17" (+ or - ") W and approximately 24" (+ or - ") H. The cabinets must also have a two color-flagging system visible from a distance to notify staff of delivery of medications and discontinued medications ready for pick-up. The cabinets must have a keyless and keyed entry for ease of access with a backup access for contingency. Multiple cabinets are to be keyed the same, to be specified by the requesting service and at least two (2) keys are to be provided per cabinet. Keyed cylinders must be easily replaceable by VA engineering staff if security is breached. Keyless lock assemblies must be well-constructed with quality parts and are to be covered by the warranty. The door to the cabinet must have a security lip to guard against lock tampering, must open down to provide a sturdy work surface, have a sturdy pneumatic door opening cylinder to prevent the door from dropping open and have a strong piano-type hinge to distribute the weight of the door. At least 2 service and 2 operator manuals for each device that is ordered must be provided. Warranty must be at least 5 years with the possibility to extend. Company will provide Biomedical/Engineering training on site for maintenance and repair and provide drop-ship service on repair parts when the company is notified of part failure. Replacement parts are to be easily replaced by VA Biomedical/Engineering staff. Cabinets are to be installed by vendor with any necessary hardware, in designated locations by the specified time by contracting office. Internal shelves are to be at least 14" L X 4" W. The interior of the cabinets are to be constructed of sturdy scratch resistant metal that is cleanable with hospital disinfectants. Cabinets are to have four (4) interior shelves each that are vertically adjustable in 1/2" increments. Four (4) removable interior shelf bins are to be supplied with each cabinet that are 12" L X 4 " W X 3" H with an attached tethered cord approximately 22" long that the other end attaches to the interior of the cabinet to prevent the bins from being taken away from the cabinets and being misplaced. Cords must allow the bins to be moved from the shelves and placed onto the open door surface of the cabinet for visibility of contents and then returned to the shelves. Due to the size, design, and material requirements of these cabinets, the VA believes that only one responsible source can provide the supplies/services that will satisfy the agency requirements and intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. This is not a request for competitive proposals. Solicitation packages are not available. The Contracting Officer will make the determination whether to compete this proposed action based on responses received to this notice. All responses received must demonstrate the full capabilities of their product.
