Description
The Department of Commerce National Oceanic and Atmospheric Administration (NOAA)/National Marine Fisheries Service Northeast Regional Office, Gloucester, MA is issuing this notice of intent to negotiate a sole source procurement with Wildlife Computers, Inc. Redmond, WA to provide popup archival transmitting tags (Mk10-PAT). The proposed tags will be used to track the migratory behavior of Atlantic sturgeon. This species is primarily bottom oriented and thus, spends a limited amount of time at the surface. In order for the tag to accurately track the fish and provide the necessary data, the signal strength must be sufficient at depths occupied by Atlantic sturgeon to allow the tag to transmit data via the satellite. Wildlife Computers has the only popup tags that have the signal strength capable of transmitting the data from fish at depth to the Argos system and then, to the researcher. A lithium battery supplies enough power for the PAT to sample data for at least one year and make 10,000 32-byte transmissions over the course of about 7 days. The operating code of the Wildlife Computer PAT tag can also be upgraded as necessary to ensure that it contains the most up-to-date software. The MK10 PAT tag through Wildlife Computers contains the Cricket, which is a mechanism that allows the tag to transmit even when dry. This feature is an added benefit as at times, Atlantic sturgeon mortalities are found washed ashore on beaches. The requirement is necessary to support NMFS mission to provide assistance in developing resolutions for the advancement of healthy and populated marine species for the betterment of fishing communities, healthy human consumption, and recreational engagement. The statutory authority is 41 US 253(c)(1), Only One Responsible Source. The government intends to award a firm-fixed price purchase order for this requirement. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). The applicable NAICS code is 541711. All applicable awards shall be in compliance with Homeland Security Presidential Directive 12 (HSPD-12). CAR Clause 1352.239-73 Security Processing Requirements for Contractors/Subcontractor personnel for accessing DOC information Technology Systems (JUN 2006) will apply. Interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Responses shall be submitted by 8:00 a.m. Eastern Standard Time September 9th, 2008. This notice of intent is not a request for competitive proposals.
