- The National Cancer Institute (NCI), a division of The National Institutes of Health (NIH) plans to procure on a sole source basis high sensitivity cytokine analysis with Millipore Corporation- Bioscience Division, 28820 Single Oak Drive, Temecula, CA 92590. The supplies and services herein are being procured in accordance with the simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification code is 541711 and the business size standard is 500 employees. Period of Performance: One year from the date of award. The purpose of this procurement is to identify altered cytokine profiles in gastric cancer development and to assess the inflammatory determinants of H. pylori-related gastric cancer. Specific Aims are to examine pre-diagnostic plasma levels of IL-2, IL-4, IL-5, IL-7, IL-10 and IL12p70 in 151 gastric cancer cases and 310 controls nested within the Shanghai Women’s Health Study. 63 internal quality control duplicates will be included. Contractor shall use Luminex-based multiplexing technology for the simultaneous measurement of 6 cytokines in 100uL of plasma. The sensitivity of these assays have been validated in our pilot study. Elucidating the pathogenesis of H. pylori-induced gastric adenocarcinoma will contribute towards identifying potential non-invasive biomarkers of gastric cancer and can serve as a model for chronic inflammation and carcinogenesis in general. The Milipore BioScience Service Laboratory is unique to perform the Luminex-based multiplexing technology for the simultaneous measurement of cytokines in plasma samples, because they are the only manufacturer of the Lincoplex kit used to perform the study. The use of the Lincoplex kit in the cytokine profile study is beneficial because of low sample volume requirement and potential for many analytes per sample. The application of the Luminex-based cytokine assays to epidemiologic studies is necessary to contribute towards identifying potential biomarkers of gastric cancer. Milipore BioScience Service Laboratory is the only source known to the NCI that carries the Lincoplex kit and can perform the studies outlined in the procurement. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 11 AM ET September 9, 2008. Faxed and E-mailed capability statements are not authorized. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
