Description
The Capital District Contracting Center at Fort Belvoir,Virginia is issuing a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice.This announcement constitutes the only solicitation;bids are being requested and a written solicitation will not be issued.The Combined Synopsis/Solicitation is W91QV1-08-T-0092 This is a firm fixed price requirements type contract.NAICS:813110;SIZE STANDARD:Size:$7.0 mil; SIC CODE:7999.The delivery address is 5950 12th Street, Suite 101, Fort Belvoir, VA 22060-5134.Delivery terms are FOB Destination, Fort Belvoir VA.1.Job Description:1100 Protestant Musician provides musical accompaniment for 1100 Protestant Service at Fort Belvoir Main Post Chapel.2.Hours.Generally, the contractor shall provide services during a period that begins 15 minutes prior to the scheduled worship service, rehearsal, and program and concludes 15 minutes following the conclusion of the event.The contractor may be required to provide services on legal American holidays.3. Location of Office.Services rendered under this contract will be coordinated with the Fort Belvoir Installation Chaplain Office.Arrangements for facility use after normal duty hours or at times other than when weekly religious services are held will be the sole responsibility of the contractor.4.Standards of Conduct:a. Appearance and Conduct.At all times during the performance of this contract, the Contractor shall present a neat and well-groomed appearance appropriate to the conditions under which the services are being conducted.Because this is a non-personal service contract, Contractor and will avoid representing or allowing themselves to be represented as chapel staff or government employees.5.Support: a.Contractor shall be authorized, on a space available basis, use of government telephone (with commercial access) for local and long distance.No reimbursement for calls placed in the conduct of business is authorized.Contractor will comply with any call logging requirements.Contractor must understand that government telephones are subject to monitoring at all times.Use of government telephones and communication services constitutes consent to monitoring.b.A photocopy machine may be made available for use by the Contractor to fulfill contract requirements on a space available basis.Contractor will not copy material in violation of copyright restrictions.c.Contractor may request audiovisual aids including blackboards, projection equipment, and video equipment through the Fort Belvoir Chaplain Office under the guidelines of this contract.Request for government provided audiovisual training aids must be submitted two weeks prior to the date for which they are needed.No reimbursement will be made for training aids purchased and used by the Contractor.e.The government will make available to the contractor materials such as paper, markers, flip charts, and pens, for rehearsals provided under the guidelines of this contract.Contractor must request materials and supplies at not less than 30-days in advance of requirement if procured from local sources (not less than 60-days if they are to be ordered from non-local sources).f.The government will provide one of the following: a keyboard, organ or piano. for use by Contractor to meet the requirements of this contract.g.The Contractor shall be responsible for safeguarding all government supplies and property.h.The government will provide the Contractor file space with locking cabinets which is required to maintain records and files incident to the services provided in this contract.All counseling files and session notes are the property of the U.S. government.6.Contractor Furnished Property:The Contractor shall provide his/her own transportation and all necessary equipment to fulfill this contract except as stated elsewhere in this contract. 7.Physical Security: The Contractor shall establish and implement methods to ensure that physical security of all U.S. Government property and facilities under their control IAW facility, and Installation Chaplain SOPs.Locking of external doors and windows is necessary when leaving the facility.Internal doors should be locked to protect Government property. Access to office areas, especially those with telephones and automation equipment should be closely monitored and limited. 8.Safety:The Contractor shall be aware of local safety requirements and ensure that all reasonable efforts are made to protect all persons from harm and the U.S. Government property from damage.9. Restrictions. Government property made available under this contract is only for use in the performance of services described in this contract.10.Disclaimer: The government will not be responsible in any way for damage to the contractors supplies, materials, equipment, or to personal property as a result of fire, theft, accident, natural disaster, or other events.11. Liability:For the purpose of this contract, the Contractor is considered an independent contractor and not as an agent of the U.S. Government.During performance, the Contractor shall be liable and will indemnify and hold harmless the Government, its agents and employees against all actions or claims for damages to persons or property, including death arising from fault, negligence, wrongful act, or wrongful omission of the Contractor, his agents, employees, or chapel volunteers utilized in the provision of services.The Government will not be responsible in any way for damage to the Contractors supplies, materials, equipment, or personal belongings as a result of fire, theft, accident, natural disaster or other events.12.Compensation:Upon satisfactory completion of services by the Contractor and presentation of invoice IAW terms of this contract, Contractor shall be paid monthly. Since this contract does not create an employer-employee relationship, there are no provisions for lodging or employee benefits of medical care, retirement, or workers compensation.The contractor is also responsible for his/her own tax liabilities.Payments made under this contract are not subject to Federal Income Tax withholding.13.Quality Assurance. The Fort Belvoir Chaplain Office is the contract POC and will monitor the Contractors performance and will ensure that services are provided IAW terms of the contract and the invoices submitted for payment accurately reflecting the services actually provided.The Fort Belvoir Chaplain Installation office will submit monthly receiving reports to substantiate Contractors request for payment.14.The Contractor must accomplish the following implied tasks and activities to effectively provide the instrumental music services noted above.Accompany choir/solo music presentations that enhance the atmosphere of worship for the particular congregation.b.Coordinate with the worship leader and adjust tempo, and style of choir accompaniment to enhance the congregations ability to participate in worship.c. Attend musician rehearsals, worship service, and special programs. d. Will be expected to be present at least 30 minutes prior to each service and 15 minutes before each rehearsal.e.All musical instruments will be monitored for repairs and replacements.15.The Contractor shall provide the following specific services. Provide quality musical accompaniment for worship services, special events and rehearsals.CLIN: 1AA Sunday Worship Services 1100 Protestant Congregation: Provide quality musical accompaniment for the congregation, choir, ensembles, and soloists, both vocal and instrumental IAW the Chaplain/Pastors guidance.CLIN 1AB Rehearsals 1100 Protestant Congregation: Provide accompaniment for choirs, ensembles, soloists, both vocal and instrumental as directed by the Chaplain/Pastor.CLIN:1AC Special Services 1100 Protestant Congregation: Provide musical accompaniment for special services as directed by the Chaplain/Pastor.CLIN 1AD Special Rehearsals 1100 Protestant Congregation. Requested rehearsals by the Chaplain/Pastor for the purpose of preparation for special services. Provide accompaniment for choirs, ensembles, soloists, both vocal and instrumental as directed by the Chaplain/Pastor.16.Qualifications: Contractor will:a. Be able to read music from the Armed Forces Hymnal and other forms of sacred music.b. Be able to play at least one of the following: the organ or piano.Be able to teach vocal instructions.17.Subcontracting:a.Contractor may provide a qualified substitute for a period of time if approved by the Point of Contact (POC).However, in such case, the substitute shall have no claim whatsoever against the Government for services rendered.The price to be paid the substitute shall be a matter entirely between the Contractor and the substitute.b.In the event the Contractor fails to provide a satisfactory substitute to perform at any time that the Contractor does not perform, the Contractor hereby authorizes the Contracting Officer to procure the services of a satisfactory substitute for the account of the Contractor and the amount paid or owed to the substitute by the Government for such services shall be deducted from any amount owed to the Contractor under this contract. This provision imposes no obligation on the Contracting Officer to exercise the foregoing authority.18.Invoices. Contractor will submit a monthly invoice each month to the Fort Belvoir Chaplain Funds Office SCHEDULE OF WORK(SOW) a. To provide Services in accordance with the Performance Work Statement b. Quantities are only estimates. Only services performed will be paid for c. Payment will be for units of service not for hours. d.
