- The Federal Highway Administration (FHWA) intends to award a sole source purchase order to W.E. Upjohn Institute for Employment Research to evaluate the highway benefit research report entitled “Understanding the Contribution of the Highway Economic Growth”. The study being conducted is to further the Office of Transportation Policy Studies research agenda. Upjohn Institute has the required analytical skills needed in the field of economics returns to highways. Upjohn Institute also has the extensive knowledge in uncovering model specification and econometrical issues driving the results. Upjohn is the only known source who has the expertise, skills and capability to conduct the research in the highway economic growth study. All responsible sources may submit a response identifying their interest and capability to respond to the requirement. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This is a Simplified Acquisition and the total estimated value is not to exceed $13,900.00.
