Description
Sources Sought Notice for Consensus-based Entities Regarding Healthcare Performance Measurement This Sources Sought Notice is for planning purposes only and neither constitutes a request for Proposal (RFP), not does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. This Sources Sought Notice is issued to determine the interest and availability of standard setting organizations that meet the requirements of an eligible, consensus-based entity and have the capabilities to complete all duties described in Section 183 of H.R. 6331, The Medicare Improvements for Patients and Providers Act of 2008 (section 1890 of Part E of title XVIII of the Social Security Act). For additional see the following Website: http://www.govtrack.us/congress/billtext.xpd?bill=h110-6331 The information from this market research will help the office of the Assistant Secretary for Planning and Evaluation within the Office of the Secretary and the U.S. Department of Health and Human Services plan its acquisition strategy. Please indicate if you have any GSA schedule contracts for similar efforts. BACKGROUND The Medicare Improvements for Patients and Providers Act of 2008 directs the Secretary of the Department of Health and Human Services to identify and have in effect a contract with a private, nonprofit, consensus-based entity that: •Is governed by a board •Conducts its business in an open and transparent manner and provides the opportunity for public comment on its activities •Operates as a voluntary consensus standards setting organization •Has at least 4 years of experience in establishing national consensus standards •Does not charge membership fees that pose a barrier to the participation of individuals or groups with low or nominal resources to participate in the functions of the entity DESCRIPTION OF EFFORT REQUIRED: The entity shall synthesize evidence and convene stakeholders to make recommendations on an integrated national strategy and priorities for health care performance measurement in all applicable settings. The entity should ensure that priority is given to measures: 1. that address the health care provided to patients with prevalent high-cost chronic diseases; 2. with the greatest potential for improving the quality, efficiency, and patient-centeredness of health care; and 3. that may be implemented rapidly due to existing evidence, standards of care or other reasons. RESPONSE INFORMATION Contractors must be able to indicate eligibility as outlined above and be able to perform the required duties outlined in Section 183 of H.R. 6331. In addition, interested contractors must describe their experience and/or ability to the following as they relate to Section 183 of H.R. 6331: •Synthesize complex and voluminous evidence •Convene key stakeholders and thought leaders to make recommendations that are national in scope •Achieve consensus on topics that are complex and/or controversial in nature As part of your response, please also describe: •Your past performance with contracts of the size and scope outlined in Section 183 of H.R. 6331, The Medicare Improvements for Patients and Providers Act of 2008 (section 1890 of Part E of title XVIII of the Social Security Act) •Any additional characteristics or qualifications that you believe make your entity a strong candidate to complete all duties as described in Section 183 of H.R. 6331, The Medicare Improvements for Patients and Providers Act of 2008 (section 1890 of Part E of title XVIII of the Social Security Act) Please include the following in your response: Business Information – a. Teaming arrangements are encouraged. Responses must be submitted by September 25, 2008. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is 15 pages. This is not a solicitation announcement for proposals and no contract will be awarded from this Notice. No reimbursement will be made for any costs associated with providing information in response to this Notice. Respondents will not be notified of the results of this evaluation.
