Description
NASA/ARC has a requirement for three Cobra pressure probes velocity systems. TheCobra pressure probes will include accompanying power supply, cabling, and operationaldata acquisition software. The systems and support equipment shall be compatible withexisting Cobra probe systems currently in use by the Experimental AeroPhysics Branch. Theprobe system should provide speed and directional accuracies better than +/- 0.5 deg and+/- 1.5 fps and frequencies between 0 and 1000 hz, for operating speeds between 10 and200 fps, at back ground turbulence intensities greater than 30%, for flow acceptancecones exceeding 40 deg half angles. The Probe systems should require re-zeroing atintervals greater than every few hours to maintain these accuracies, and should requireless than 5 minutes per year for maintenance, upkeep, cleaning, and recalibration. NASA/ARC intends to purchase the items from Turbulent Flow Instrumentation PTY, LTD, 382Murray Valley Hwy, Tallangatta, 3700 Australia.The vendor must provide three Cobra pressure probe velocity data acquisition systems. Thevendor shall render the services, provide the facilities, and deliver all suppliers andservices set forth herein. The vendor shall provide the systems to meet the urgentoperational needs of the NASA Fundamental Aeronautics program office.The Government intends to acquire a commercial item using FAR Part 12.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to Rachel Jandron at Rachel.A.Jandron@nasa.gov not later than 4:30 p.m.local time on September 8, 2008. Such capabilities/qualifications will be evaluatedsolely for the purpose of determining whether or not to conduct this procurement on acompetitive basis. A determination by the Government not to compete this proposed efforton a full and open competition basis, based upon responses to this notice, is solelywithin the discretion of the government.Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
