- Document Type: PRESOLICITATION NOTICE The Defense Distribution Depot Guam Marianas (DDGM) provides distribution support services including receipt, storage (including stock readiness functions), and issue functions for local customers and cross-docking and/or trans-shipment operations utilized in support of on-base customers. The contractor shall provide warehouse and distribution services performed at DDGM. Warehouse and distribution services include all management, personnel, supervision, materials, tools, equipment, transportation, and any other items and services not government-furnished. The contractor also shall provide continued implementation of the DoD Joint Basing Initiative involving Theater Consolidation & Shipping Point (TCSP) type services for Navy surface & Air Force air cargo and operation and management of the Navy Advanced Traceability and Control (ATAC) Node. The Defense Distribution Center is seeking offerors to perform the above functions which will be evaluated by utilizing a Best Value/Trade-Off Analysis. The solicitation will be a total small business set-aside. It is anticipated that the resultant contract will be awarded on an all or none basis as a Cost-Plus Fixed Fee (CPFF) contract type and pricing arrangement. It is anticipated that the contract period of performance will be a one-year base period and four (4) one-year options. A DRAFT Performance Work Statement (PWS) and DRAFT Technical Exhibits (TEs) related to Solicitation SP3100-08-R-0018 were posted to this Federal Business Opportunities website on 7/25/2008. A final Solicitation/Request for Proposal (RFP) is anticipated to be posted to the Federal Business Opportunities website (http://www.fedbizopps.gov/) under Solicitation SP3100-08-R-0018 on or about 8 September 2008. A site visit and pre-proposal conference is expected to be conducted at DDGM 26-27 September 2008, as follows: 26 September: Pre-proposal conference, 27 September: Site visit and Government Furnished Equipment (GFE)/Government Furnished Property (GFP) Review/Inspection at the U.S. Naval Base Guam and/or Andersen Air Force Base, Guam. Exact times and locations will be published with the final solicitation. Interested parties must register with Tracy Birch by email at tracy.birch@dla.mil no later than (NLT) 12:00pm eastern time on Friday, 19 September 2008 with the following information for each company representative attending: Name, SS#, citizenship (i.e. U.S. Citizen, Foreign National, etc), company name, e-mail address, phone number, dates attending. In addition, Foreign Nationals will need to provide a Passport # or Visa Number and date of birth. Confirmation will be validated by return e-mail. Parties may send different attendees to each event; however, attendees are limited to two (2) per organization per event. Please note that this will be the only site visit for this procurement. The Technical Library and a hard copy of the Planographs related to this solicitation will be available to offerors at the Pre-proposal conference. Please note that the Planographs are not available electronically. If an offeror cannot attend the Pre-proposal conference, following posting of the final Solicitation/(RFP to the Federal Business Opportunities website (http://www.fedbizopps.gov/), offerors can request a Compact Disk (CD) containing the documents identified in the Technical Library table of the solicitation and a hard copy of the Planographs be mailed to the offeror by submitting a written request to the Contract Specialist, Tracy Birch, via email to tracy.birch@dla.mil. The individual submitting the request must provide the following information as part of the written request: Name, Company Name, Company Address, Company Telephone Number, Company Email Address, and Listing of documents being requested (i.e. CD of Technical Library documents; hard copy of the Planographs, or both). A CD containing all of the documents identified in the Technical Library and/or a hard copy of the Planographs will be mailed to the company address provided in the written request and an email notification regarding the mailing of the CD and/or Planographs will be provided. Offerors who receive a CD or Planographs via mail will be requested to confirm receipt of the CD or Planographs via email to tracy.birch@dla.mil. The NAICS code and Size Standard are 493110 and $25.5 million, respectively. All documents related to this solicitation, excluding the documents that will be identified in the final Solicitation/RFP as part of the Technical Library and the Planographs, will be posted to the Federal Business Opportunities website (http://www.fedbizopps.gov/) under solicitation number SP3100-08-R-0018. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments/modifications and/or solicitation postings related to this presolicitation notice. There will be no advance notification of amendment/modification/solicitation issuance. Prospective offerors are advised to consult the website frequently to check for the issuance of amendments/modifications and/or solicitations.
