- The Marine Corps Systems Command, Program Manager for Ammunition, Quantico, Virginia, intends to modify the current APOBS production contract M67854-06-D-1021, to include additional work to re-qualify the N-5 Propellant. Re-qualification of the N-5 Propellant is required because of changes in constituent material from baled to sheeted cotton liners. Total modification value is approximately $335,000. The contractor is Ensign-Bickford Aerospace & Defense Co., 640 Hopmeadow St., Simsbury, CT, 06070. Ensign-Bickford is currently producing live APOBS units for the Marine Corps under this 5-Year, IDIQ production contract (M67854-06-D-1021) which was a competed action. The re-qualified N-5 Propellant will be used in support of the production for the MK 126 MOD 0 Rocket Motor for the APOBS units. The estimated award / contract modification date is 8 September 2008. Use of the re-qualified N-5 Propellant will start immediately upon award and be used for future APOBS delivery orders. The North American Industry Classification (NAICS) Code is 332993. This notice is not a request for competitive proposals and no solicitation is available. However, interested parties may identify their interest and capability to meet the requirements by submitting a white paper and past performance data no late than 2 September 2008, to Commander, Marine Corps Systems Command, Attn: Code PMM 2041, 2200 Lester St., Quantico, VA, 22134, and email Jaime.Arias.ctr@usmc.mil. Responses received by 2 September 2008 will be considered by the Government. A determination by the government not to compete this proposed effort on a full and open basis is solely within the discretion of the Government. All contractors who provide good / services to the DoD must be registered in the Central Contractor register (CCR.) Online Certifications and Representations at (ORCA), http://orce.bpn.gov, will also be required. Failure to comply with ORCA registration may make a vendor offeror ineligible for award.
