Description
The Department of Veterans Affairs, VA Boston Healthcare System, has a requirement for a Health System Specialuist. A fixed price contract with a base of October 1, 2008 through September 30, 2009 with two (2) options is anticipated and shall be awarded. It is the Government's belief that only Government Works, Inc, possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate only with this source. Please refer to the Sole Source Justification. This is not a solicitation; it is notice of intent to sole source a requirement. Inquiries/information received after the established deadline shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. This synopsis is issued pursuant to FAR 6.302-1. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1. Identification of (1) the agency and (2) the contracting activity: 1. VA Boston Healthcare System (VA BHS) Medical Center Director's Office 2. Department of Veterans Affairs VA Boston Healthcare System Acquisition and Materiel Management Service 940 Belmont Street Brockton, MA 02301 2. Nature and/or description of the action being approved: Sole Source procurement with Government Works, Inc. to provide the services of a specific individual to serve as a Data Analyst. 3. Description of the supplies or services required to meet the agency's needs (including the estimated value): The services of a specific individual who possesses keen historical knowledge of VA Boston Healthcare System's physical space, clinical and administrative services, and clinical workload are needed to analyze and project needs in all these areas through year 2025. The estimated value of these services is $87,012. 4. Identification of the statutory authority permitting other than full and open competition: FAR 6.302-1, USC 253(c)(1) Only One Responsible Source 5. Demonstration that the proposed contractor's unique qualifi- cations or the nature of the acquisition requires use of the authority sited: The current individual provided by Government Works, Inc. has over 20 years historical knowledge of the VA Boston Healthcare System's physical space, and knowledge of clinical and administrative services for VA BHS and VISN 1. In addition, he has historical knowledge of the integration of the West Roxbury and Brockton campuses 15-18 years ago and the 1999 integration of the Jamaica Plain campus. This individual has intricate knowledge of the physical space of all 9 campuses, both historic trends and future expectations. In addition, this individual is knowledgeable of both clinical programs and administrative services provided by VA BHS; as well as, future veteran population trends through year 2025. In addition this individual has knowledge and experience with VISN 1 and East Market forecasting and planning. This knowledge and experience is critical for strategic planning activities. This individual has experience in abstracting clinical workload data and physician productivity for VA BHS and VISN 1 from the following databases: KLF, ARC, and VSSC. This individual's historical knowledge and experience with VA BHS, prior the integration of the VA BHS over 15 years ago and the more recent integration that occurred in 1999, uniquely qualifies this individual as an expert in interpreting the data, justifying discrepancies within the data (during the integration many clinical services/programs were merged, moved or some eliminated), and ensuring the overall accuracy of data provided to the VA BHS leadership team. 6. Description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be published: No additional vendors were contacted due to the unique knowledge of, and prior experience with, the VA Boston Healthcare System; as well as, the Veterans Integrated Service Network (VISN) 1 held by the current vendor's employee. However, this requirement is expected to exceed $25, 000 and in accordance with FAR 5.201(b)(1) a notice will be posted through FBO. 7.Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable: The anticipated cost for an individual with this level of education, expertise, and related experience is fair and reasonable. 8. Description of the market survey conducted (i.e., names, of firms and the date(s) the firms were contacted) and the results or a statement of the reasons a market survey was not conducted: The services of a Data Analyst could be obtained through GSA but it is the services of this specific individual who is employed by Government Works, Inc. that are needed. 9. Any other facts supporting the use of other than full and open competition, such as an explanation why technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition have not been developed or are not available. This current requirement is a follow-on to an expiring contract that was fully competed. However, the contracting activity will continue to encourage full and open competition whenever possible. 10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition: None to date. 11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required: The intent of this contract is of a temporary nature while Human Resources continues to recruit to directly hire an individual to fill this position.
