- Description
- The Government intends to award a noncompetitive contract using procedures authorized by FAR Part 6 for an IBIS Ballistic Imaging System, consisting of a IBIS-Trax 3D system (comprised of Bullet Trax, Brass Trax, and MatchPoint Analysis workstations, data concentrator, conversion of IBIS Heritage DAS to IBIS Heritage RDAS, and related installation, training, and warranty), from Forensic Technology, to be donated for use by the government of Mexico under the Department's international narcotics and law enforcement program. This notice is not a request for proposals; this acquisition will be processed using the authority in FAR 6.302-1. Justification for other than full and open competition is that the Government requires an integrated ballistics identification system to prosecute and convict criminal elements in Mexico and only the equipment noted above will suffice. The Government has researched this technology and was unable to find any other companies able to meet the requirements. The required equipment must be compatible and able to interface with the existing IBIS systems in Mexico, at the federal and state levels, as well as IBIS systems in U.S. law enforcement agencies involved in for weapon investigation and prosecution. Only the items listed above meet these needs. Solicitation is not available at this time. Information received will be considered solely for the purpose of determining whether to change the acquisition strategy.
