Description
NOTICE OF INTENT TO AWARD SOLE SOURCE. The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to issue a sole source purchase order to The University of Texas at Austin, Office of Sponsored Projects, PO Box 7726, 101 E. 27th Street, Rm 4306, Austin, TX 78713 for pre-doctoral student services. The course work and training these students have completed includes emphasis in molecular biology as well as treatment and drug development to ameliorate combat related traumatic injury. The University of Texas, Austin, School of Pharmacy, prepares students for research positions in pharmaceutical companies around the world. The School of Pharmacy has agreed to provide a limited number of predoctoral students to provide expertise in the development of drugs to be tested in animal models to ameliorate tissue injury following hemorrhage. This is a continuation of a research project that has been in effect for 9 years. There is no other institution of higher learning in south Texas that can provide students to the U.S. Army Institute of Surgical Research. The course work and training of these individuals represents an emerging technology that is highly competitive and difficult to obtain in San Antonio, TX. The University of Texas at Austin is within commuting distance to San Antonio, TX, and this allows access to resources and facilities otherwise unavailable to the US Army. No solicitation document exists. There are no other institutions of higher learning in the San Antonio area that are training students with a drug development/molecular biology background. Any firm that believes it can provide the stated capability is invited to submit written notification to the Contracting Officer within fifteen calendar days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firms ability to provide the stated capability. Information can be sent to the Contracting Officer at: USAMRAA, ATTN: MCMR-AAA-G (Peggi Lesnow), 820 Chandler Street, Frederick, MD 21702-4014. No telephone requests will be accepted. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, USAMRAA will provide with the sole source contract.
