Description
Forty-five (45) days after publication of this notice, the Tactical Technology Office (TTO) of the Defense Advanced Research Projects Agency (DARPA) intends to issue a contract to Rockwell Collins under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, 10 U.S.C. 2304(c)(1). Rockwell Collins is the only known source in the case of a follow-on requirement with the in-depth knowledge and experience to continue into Phase III of the Damage Tolerant Controls program. The initial technology was developed under two previous phases of Rockwell Collins' (formerly Athena Technologies) research funded by DARPA. The third phase of research will build upon the previous technology and add additional capability. The effort involves further development of an integrated, full-mission capability for Unmanned Combat Air Vehicles (UCAVs) to autonomously detect and recover from damage that degrades vehicle flight performance and stability. The Phase III effort will extend technology developed in Phases I and II by incorporating improvements in the algorithms based on experience gained from Phase II flight demonstrations. Phase III includes integration and flight demonstration of the technology. The objective of the flight demonstration is to show the utility of these technologies on an operationally representative Unmanned Aerial Vehicle (UAV). This notice is not a request for competitive proposals. It is not a solicitation or request for offers.
