Description
THIS IS A NOTICE OF INTENT, NOT A SOLICITATION FOR COMPETITIVE PROPOSALS. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. Fifteen days after publication of this notice, the U.S. Army Corps of Engineers, Mobile District intends to increase the ceiling from $3,000,000.00 to $3,500,000.00 on the PLANNING, EVALUATION, ANALYSIS, AND GUIDANCE FOR US ARMY HEALTH FACILITIES PLANNING AGENCY PROGRAMS IDIQ contract with Noblis Incorporation, McLean, VA under contract number W91278-06-D-0078 to cover within scope change orders and to perform existing and planned tasks over the remaining ordering period through September 2010. Noblis is a nonprofit, conflict-of-interest-free source which does not compete for design or construction projects for private or government entities, and which has a high degree of expertise in the military medical and medical/biosafety laboratory fields, providing support for strategic planning, program policy analysis, and decision-making support for the US Army Health Facilities Planning Agency. It is in the best interest of the Government to use the incumbent contractor, Noblis, Inc., for modifications to on-going task orders and to provide services for planned tasks. Continuation and follow-on of current support by Noblis, Inc. will allow the Government to fulfill requirements for continued support and sustainment of the HFPA program through the remainder of the ordering period, through September 2010. This action will preclude disruption of work in progress and extension of completion schedules. Therefore, Noblis, Inc. is the only contractor capable of meeting the Governments requirement for HFPA support services, time and other factors considered. This notice is in accordance with FAR 6.302-1, for Other Than Full & Open Competition. Responses are required to be submitted by COB 12 September 2008.
