Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is W81XLC80510002000 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-26. The associated North American Industrial Classification System (NAICS) code for this procurement is 236220 with a small business size standard of $31M. This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2008-09-03 15:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Arlington, VA 22211 The USA ACA Pentagon, Contracting Center of Excellence requires the following items, Meet or Exceed, to the following: LI 001, Todd Lincoln Memorial AND Phillip Kearney Monument. Perform washing, stone cleaning and waxing of monument and statue surfaces., 1, SV; LI 002, The Rough Riders Monument. Perform washing, stone cleaning and waxing of monument and statue surfaces. Conservation of bronze plaque on monument., 1, SV; LI 003, Confederate Civil War Monument. Perform washing, stone cleaning and waxing of monument and base statue surfaces., 1, SV; LI 004, Mary Randolph Gravesite. Reconstruction & Repair Masonry Retaining Wall and Foundation., 1, SV; LI 005, Required cleaning material...i.e. scaffolding. Please include a general list of required material when bidding., 1, SV; For this solicitation, USA ACA Pentagon, Contracting Center of Excellence intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. USA ACA Pentagon, Contracting Center of Excellence is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. The selected Offeror must comply with the following commercial item terms and conditions. FAR 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The selected Offeror must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items. FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. Performance shall begin in accordance with the Statement of Work and will be scheduled with end user. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them. If company is not registered in CCR, they may do so by going to CCR web site at http://www.ccr.gov. The Government intends to evaluate each qualifying proposal in the following areas: 1. Technical Capability and Method, 2. Past Performance in Similar Work and 3. Price. Technical capability and method of cleaning/preservation must be approved by the end user as an acceptable method. Please include two (2) references of past contracts for similar work with point of contact name, phone and email. After technical and past performance is deemed acceptable, lowest price will be the final determination. A pre-bid walk-thru will be available on Thursday August 28, 2008 at 10AM. We will meet at Bldg 123, Facilities Maintenance Complex, at the Arlington National Cemetery. Various directions to ANC will be post on Monday 25 Aug 08. To confirm site visit, sellers must email stephanie.goe@conus.army.mil, before the site visit. 52.202-1: Definitions (July 2004) (a) When a solicitation provision or contract clause uses a word or term that is defined in the Federal Acquisition Regulation (FAR), the word or term has the same meaning as the definition in FAR 2.101 in effect at the time the solicitation was issued, unless (1) The solicitation, or amended solicitation, provides a different definition; (2) The contracting parties agree to a different definition; (3) The part, subpart, or section of the FAR where the provision or clause is prescribed provides a different meaning; or (4) The word or term is defined in FAR Part 31, for use in the cost principles and procedures. (End of clause) 52.233-2: Service of Protest (Sept 2006) (a) Protests, as defined in section 31.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the Government Accountability Office (GAO), shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt from 5200 Army Pentagon, Washington, DC 20310-5200.
