Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Military Surface Deployment and Distribution Command (SDDC) intends to place an award on a sole source basis to Texas Southern University, a Historically Black College or University (HBCU), for a study of the movement of unmanned ground vehicles at marine ocean terminals, the ports of Houston, Corpus Christi, Beaumont and Arthur. The Statement of Objectives for this solicitation may be received by emailing your request to: larry.d.cooper1@us.army.mil prior to the closing date of this notice. NO TELEPHONE REQUESTS. This procurement is being conducted per FAR Part 13 Simplified Acquisition Procedures (NTE $100K) NAICS code 541614 and small business size standard of $6.5M. This is not a request for a competitive proposal, however, if any other interested party believes that is can meet the requirements, it may submit a statement of capabilities, which if received timely, will be considered by SDDC. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow SDDC to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied with information that demonstrates that the quote meets all of the foregoing requirements. All information in relation to this notice must be submitted electronically to Larry Cooper at larry.d.cooper1@us.army.mil by 1:00 pm on Tuesday September 2, 2008. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
