Open Competition - Combined Synopsis/Solicitation - F1S0AZ8212B001 This is a combined synopsis/solicitation for commercial items prepared IAW the format in Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This is a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-26 and DFARs Change Notice (DCN) 20080812. NAICS is 334220 with a small business size standard of 750 employees. This acquisition is a 100% small business set-aside. Award will be made to the lowest priced, technically acceptable offer that meets the salient characteristics listed below as described in FAR clause 52.211-6 - Brand Name or Equal. AFFTC/PKEA, Edwards Air Force Base, CA 93524 is seeking to purchase the Brand Name or Equal to following commercial items manufactured and designed by GPS Flights, Inc. as follows: P/N - XT900 Telemetry Transmitter/Recorder, 100 Ea; P/N - RXB3 Station, 10 Ea.; P/N RXB3 Ethernet Base Station Receiver, 10 Ea.; P/N ST900 Telemetry Transmitter, 40 Ea.; P/N LA900 Mobile Awareness Unit, 95 Ea.; Two Year Warranty, 1 Lot; and Shipping FOB Destination, 1 Lot. Minimum Salient Characteristics and System Performance Specifications: Line Item 01. XT900 Telemetry Transmitter/Recorder - P/N XT900-100mw-01, 100 EA: • 50 channel highly sensitive GPS engine (-160tracking, 29 sec cold start) enables tracking indoors in some buildings • Integrated 900 Mhz 100mw spread spectrum long range radio • More powerful 50 MIP CPU enables more functionality • Higher integration, smaller form factor than STXe • Reverse and over-voltage protection • Integrated Digital Barometric/Temperature sensor for better altitude accuracy • Integrated SD card slot provides telemetry recording capability for recording up to 1 GB of position points • Record telemetry data, transmit, or both • Recording time interval from 4Hz to one time per day or longer • Power saving modes/sleep capability • Enclosure size is 1.5"x1.5"x3" • Internal 1300 Mah Lipoly battery provides long operating times • Built-in smart charging circuit/external power - 80% charge within 1 hour • Mini USB port - when plugged into a PC, it shows up as a mass storage device (hard drive) for easy access to files. • Integrated on-off switch • Integrated GPS Patch Antenna (Inside the enclosure) The unit can easily be programmed via USB port or by direct update of the SD Card system files, enabling flexible management of fleets of units by exchanging SD cards. Programming system enables future firmware upgrades and custom work to be easily loaded into the XT900, and units do not have to be returned for programming. Line Item 02. RX-Base3 - P/N RXB3-100mw-USB - Station, with cable and antenna for use with XT900 Transmitters (and existing transmitters too), 10 EA: These devices may be configured to track multiple units on up to 7 different networks. Each base station is able to cover an area as large at 20 miles. Multiple units may be deployed to cover larger areas. The USB gets power from the USB port of laptop. • RSSI led indicator - shows relative signal strength, all green on indicates very strong. only one indicates marginal connection • USB Port - providing plug and Line Item 3. ST900 Telemetry Transmitter - P/N ST900-100mw-01, 40 EA: GPS engine locks in under a minute and can be used INDOORS.* ST900 Specification Summary: • Small form factor 75mm x 52mm x 20mm, may be mounted in any enclosure • Battery power - runs for more than 12 hours on 4 AA batteries, or can be run from cigarette adapter or wall power • Input voltage from 4 to 14 VDC - optional wall power, cigarette adapter • 50-Channel WAAS GPS with fast time to first fix of 29seconds, and ability to provide position even indoors with -160dB sensitivity - the best in the industry • 900 MHz Spread Spectrum radio provides long range high speed position updates (Other bands available) • Optional barometric sensor provides 2 foot altitude accuracy to augment the GPS altitude, and reports millibars from 300-1100 and temperature from -40 F to +125F • Optional ‘NMEA Mode' setting sends standard NMEA data (one unit tracking only) • LED indicates lock status of GPS (no lock, 2D, 3D, DGPS) • Serial port for programming performance profile using RS232 - cable (included) • Output data streams include NMEA, Ublox, and the high performance GPSFlight SWARM protocol as fast as 4Hz. ST900 Transmitter: The unit can be programmed via serial port using the GPSFlight Programming Wizard software which makes programming all components easier. In addition, the ST900 firmware may be field upgraded using the new GPSTeam Programming Wizard. Line Item 05. LA900 Mobile Awareness Unit - P/N LA900-0001-01, 95 EA: The LA900 design will be composed of two separate components for maximum battery life, flexibility and performance. It will be made up of a handheld map viewer and a belt com-link. The belt component will enclose the battery pack and the data radio and be Bluetooth enabled. This device will be paired with a handheld screen device which is also Bluetooth enabled, and which will display maps and communication alerts. The belt worn unit may also be placed in a vehicle, and the handheld screen will be able to communicate as long as it is within 30' of the belt pack. The design will also accommodate a mounting of the belt pack with the screen unit together for transport or use as a single device. The data radio will have an antenna port for a ¼ wave antenna or a longer range antenna if necessary, and the antenna will be rubberized so it will not break off with usage. The units will be programmable using a PC based setup application which will set the unit ID, load and manage maps for the operational area, and other settings. Unit Requirements: 1. Communicates position between and among units in the field using the SWARM protocol that is currently installed on the Edwards AFB infrastructure. SWARM enables high speed compressed data to be sent from units to indicate position and other information. 2. RF data link used to send and receive data in same bandwidth but selectable hopping patterns to minimize interference with existing PETS network traffic 3. RF data link in the 900-920 MHz frequency range, channel hopping spread spectrum. Output from 100 to 1000 mw, and a line of sight range of more than 20 miles. Data throughput minimal 9600b uncompressed effective data rate. 4. Handheld form factor similar to that of a PDA (4" x 4" x 1" thick) 5. Able to be run from integrated rechargeable battery pack, or run from vehicle or wall power. 6. Able to run from battery pack for 8-12 hours 7. Able to automatically beacon its position at update rates as fast as one time every 5 seconds 8. Able to generate a ‘panic' or ‘man down' event 9. Units transmissions can be seen and tracked by existing PETS base software systems (GPS-Team Pro or equivalent) 10. 3-4" color touch screen interface displaying a map of an area, local unit position, alert messages from other units. 11. Ruggedized enclosure with protective sleeve and/or arm mounting option 12. Integrated high performance GPS, with WAAS support and at least 16 satellite capability, with diagnostic information 13. GPS position located on the map with alternate views showing detailed GPS position data 14. Several button interface allowing interaction with the screen to zoom in and out, 15. Pan map and change views 16. Sends position to other units, receives positions from other units, and plots onscreen 17. Other units positions are displayed on screen in relative position to the current unit's position 18. Unit position information includes lat, long, heading, speed, altitude, quality of GPS lock, and ID address which can be assigned to a name or group 19. POI and other icons may moved or placed onto the map, these icons or POIs will have attributes and may be personal, or shared with other devices communicating on the network 20. Ability to select and send text messages to other units, ability to display text messages sent from other units to a specific unit or broadcast to a group of units. 21. Antenna port for GPS and Radio 22. Serial data port or USB for programming or accessing the system 23. Plastic enclosure for the Belt pack will be designed with customer input, plastic enclosure for the handheld map viewer will be standard PDA style with protective rubber. 24. There are no water resistance requirements for this product 25. The product will operate in standard environmental conditions ranging from -20F to 120F, and humidity from 0% to 95%. Line Item 06. 2 Year Warranty - 1 Lot: Two Year warranty will be provided to cover up to 30 ST900 units for replacement in a two year period. Line Item 07. Shipping FOB Edwards AFB CA 93524.
