- NASA/GSFC has a requirement for TRANSMISSION MAKER. Features and/or specificationsare as follows:An R&D Interactive Simulation, Design-Assistant tool to evaluate novel component andsubsystems designs in a systems context, investigate and optimize systems technologies(e.g. coding, modulation, monitoring, compensation, regeneration).The ability of this tool to fully verify link designs at a sampled-signal level toidentify further cost savings, investigate novel technologies, or fulfill specialistrequirements and automatically import from VPIlinkConfigurator for detailed design andoptimization. NASA/GSFC intends to purchase the items from VPI SYSTEMS. It is our understanding thatVPI SYSTEMS is the only vendor who meet all of our requirements. The Authority is FAR13.106(b)(1), Only One Source reasonably available.The Government intends to acquire a commercial item using FAR Part 12.This procurementis being conducted under FAR Part 13 Simplified Acquisition Procedures, and will beawarded under the authority of FAR Subpart 13.5, Test Program for Certain CommercialItems. Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to YOLANDA WILLIAMS, via email at Yolanda.A.Williams@nasa.gov or fax to301-286-1720, (email preferred), not later than 4:30 p.m. Eastern Standard Time (ET) onSeptember 5, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.This synopsis is for information purposes and is not to be construed as a commitment bythe Government nor will the Government pay for information solicited. Respondents willnot be notified of the results of the evaluation. Respondents deemed fully qualifiedwill be considered in any resultant solicitation for the requirement(s).Oral communications are not acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
