General Information: Document Type: Solicitation Notice Solicitation Number: 09016SOL Posted Date: Original Response Date: Current Response Date: Original Archive Date: Current Archive Date: Classification Code: Y- Construction of Structures and Facilities Set Aside: Full and Open Description: The State of Oklahoma, Department of Central Services, Construction and Properties Division (CAP) and the Oklahoma Military Department (OMD) are soliciting design-build entities interesting in registering to design and construct a 100% federally funded Armed Forces Reserve Center in Muskogee, Oklahoma. This Armed Forces Reserve Center is a combined Armory for the Oklahoma Army National Guard and United States Army Reserve and includes administrative areas, training areas, a drill floor, arms vaults, classrooms, and a kitchen. The Request for Qualifications documents will be issued only to those design-build entities that are pre-registered with the State of Oklahoma Department of Central Services, Construction and Properties Division. Pre-registration is mandatory. Registered design-build entities will receive electronic copies of the Request for Qualifications documents after the advertisement period is complete. REGISTRATION IS GOOD FOR 1 YEAR FROM DATE OF APPLICATION. The State of Oklahoma Department of Central Services, Construction and Properties Division will be issuing a two-phase design-build competition. All pre-registered design-build entities are eligible to compete in Phase I of the competition, the Request for Qualifications. Three firms will be short listed to compete in Phase II of the competition, the Request for Proposals. The Request for Proposal competition will be based upon narrative performance specifications following the Construction Specifications Institute Uni-Format II Standard. The Construction and Properties Division in conjunction with the Oklahoma Military Department may hold up to two (2) Interim Interviews during the Request for Proposal. The Muskogee, OK Armed Forces Reserve Center is valued at approximately $23,000,000.00 and consists of one (1) 85,228 sq. ft. Armed Forces Reserve Center, one (1) 250 sq. ft. Flammable Materials Facility, one (1) 300 sq. ft. Controlled Waste Facility, one (1) 7,820 sq. ft. Unheated Metal Storage Building, rigid parking for 438 military vehicles and flexible parking for 375 privately owned vehicles and additional required parking for handicap spaces. (note: all measurements are approximate) The Oklahoma Military Department is seeking Design Excellence to LEED Silver for this Armed Forces Reserve Center. The State of Oklahoma, Department of Central Services, Construction and Properties Division anticipates awarding this project by the end of January, 2009 subject to the availability of federal funds. Issuance of the RFQ Phase I is anticipated by mid September, 2008.
