Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Health Promotion Research Branch intends to procure on a sole-source basis with Strategic Consulting Services; P.O. Box 149; Clyde Park, MT, 59018-0149 for services regarding the Chair and Lead of the Transdisciplinary Research on Energetics and Cancer (TREC) Expert Review Panel. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1. The North American Industry Classification System Code is 541611 and the business size standard is $6.5M. Period of performance: September 8, 2008 through May 31, 2009. a.The NCI’s Transdisciplinary Research on Energetics and Cancer (TREC) initiative supports diverse teams of scientists from across the United States collaborating on integrating the study of diet, weight, and physical activity and their effects on cancer. As an integral element of the TREC initiative, the NCI has established an Expert Panel to assess the impact of the initiative and derive recommendations for future such endeavors. TREC Expert Panel shall deliver a written report providing their perspectives on the direction and trajectory of the initiative, opinions on accomplishments to date, and recommendations on scientific opportunities TREC may pursue. Opinion gained from the expert panel may inform the NCI on future TREC-like initiatives, and provide the Institute with recommendations on how a future TREC-like initiative might take advantage of scientific opportunities deriving from new developments in the field, or of opportunities to leverage projects due to the uniqueness of the TREC infrastructure already in place. The contractor shall: •Chair the TREC Expert Panel •Develop a strategy, time-line, and specific assignments for the final report to be submitted in first draft by January 31, 2009, for review and possible edits; •Review of review articles and other publications that help place TREC in the context of other research activity in the field of energetics and cancer. Strategic Consulting Services has experience establishing and operating interdisciplinary research programs, including: Transdisciplinary Tobacco Use Research Centers (TTURC) – focused on understanding the determinants of tobacco use, and evaluating possible prevention and treatment interventions; and a network of NCI-designated comprehensive cancer centers around the country, collaborating on the development and implementation of interventions designed to improve the health and quality of life of cancer survivors. The aforementioned experience and expertise are not available within the research community, making Strategic Consulting Services uniquely qualified to perform this work. This is not a solicitation for competitive quotations. However, if any interested party believes it can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 1:00 p.m. September 2, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
