- Washington Headquarters Services/Acquisition and Procurement Office (WHS/A&PO) intends to award a contract on a sole source basis for a twelve months service under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to CENTER FOR A NEW AMERICAN SECURITY, INC. located at 1301 Pennsylvania Ave. NW #403, Washington, DC 20004 to study how US policymakers should approach dealing with a country in East Asia during a period of strategic preoccupation, through the use of intimate high-level dialogues supported by strong research and carefully constructed with a mixture of practitioners and commentators. The study will be conducted in a twelve months period. This notice of intent is not a request for proposals or quotations. Contractors may submit capability statements by 2:00 P.M. EST on 4 Sep 08. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with in the discretion of the Government. All information submitted should support the contractor’s capability to provide the service required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating a contractor’s bona fide capability to provide the service. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB.
