- Washington Headquarters Services/Acquisition and Procurement Office (WHS/A&PO) intends to award a contract on a sole source basis for a twelve months service under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Quantum Pacific Enterprises, LTD located at 10385 Navarone Pl. Manassas, VA 20110 to study Science and Technology (S&T) of a country in East Asia (hereafter CEA). The study will be conducted in a twelve months period examining the following: 1) status of CEA’s S&T development and potential for becoming a global S&T power, 2) areas CEA emulates its neighboring countries’ success in S&T, 3) and how CEA is translating its S&T into military power. This notice of intent is not a request for proposals or quotations. Contractors may submit capability statements by 2:00 P.M. EST on 4 Sep 08. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with in the discretion of the Government. All information submitted should support the contractor’s capability to provide the service required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating a contractor’s bona fide capability to provide the service. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB.
