Description
The National Cancer Institute (NCI) Division of Cancer, Epidemiology and Genetics (DCEG) plans to procure on a sole source basis the review and immunostaining of slides with The American Registry of Pathology; 14th Alaska Ave. NW; Washington, DC 20306-0001. The supplies and services herein are being procured in accordance with the simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification code is 541711 and the business size standard is 500 employees. Period of Performance: One year from date of award. The purpose of the NCI Prostate Tissue Study is to determine the correlation between serum and tissue levels of sex hormones. In order to characterize the morphology and histology of prostate tissue, we need to address tissue heterogeneity in the study and statistical analysis. In addition, since the extent of vascularization is related to the validity of tissue hormone levels when the tissue sample is homogenized, it is important to address the extent of vascularization in each tissue samples. Thus, a subset of tissue selected from samples with high and low concentrations of tissue hormones will be stained to assess the extent of vascularization. This will then help to assess whether measured hormone levels in tissue is related to the extent of vascularization. The purpose of this procurement is to obtain service for the review of pathology slides (n=450) and immunostaining of slides (n=120) to assess the extent of vascularization in these tissue samples. The American Registry of Pathology (ARP) is at the forefront of urologic pathology and immunohistochemisty. ARP has ample experience reviewing prostate cancer slides. ARP has reviewed more than 1,000 slides for the Prostate Tissue Study and has helped to design and develop standard form and procedure for slide review and for staining prostate tissue for assessment of vascularization. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 11 AM ET September 2, 2008. Faxed and E-mailed capability statements are not authorized. Questions must be submitted in writing to Melissa Marino, Contract Specialist at marinome.nih.gov or by fax 301-402-4513. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive and award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
