- This is a Pre-Solicitation Notice. This synopsis is issued a result of sources sought synopsis number Requirement 0801 issued on 02 June 2008. There is no solicitation available at this time. The Defense Threat Reduction Agency (DTRA) plans to release a Request for Proposals (RFP) on or about 19 September 2008 with proposals required 30 days later on or about 20 October 2008. Technical services support is being sought by the DTRA Combating Weapons of Mass Destruction Enterprise (CW) to the DTRA Technical Support Division Technical Reachback (CW-TSDA). These technical service tasks extend over all technical levels and for the full duration of this effort. This synopsis anticipates technical services involved in higher level, qualified and unbiased Chemical Biological Nuclear Radiological high Explosives (CBRNE) technical performance and analysis to DTRA, for the duration of a 5-year base period with one 5-year option. This synopsis supports efforts requiring dedicated and CBRNE technical analysis across a wide range of missions and organizations, both internally and externally to DTRA. The CW-TSDT responsibilities cross a variety of missions to include all technical and leadership staff functions that may include support to perform, plan, integrate, and execute programs supporting HQ USSTRATCOM, OSD, the Joint Staff, all DOD COCOMs, the Intelligence Community, National Security Council, National Guard Combat Support Teams, HQ USNORTHCOM, and first responders. It is anticipated that this effort requires handling classified technical data and information and, as such, the details of design, development, production, or manufacture of any defense article are not to be disclosed. Capabilities in the following task areas of Subject Matter Expertise Technical and Analytical are required: Provide robust analyses, technical, operational, and meteorological support for DTRA Reachback 24 hours a day, 7 days a week working on government sites. Support in coordinating and improving technology development and integration plans, perform functional analyses of required and existing WMD modeling capabilities and identify models and calculations for software tools. Provide technical, developmental, and training support for DTRA software products. Analyze technology gaps, development risks, and potential markets. Provide network administration support for servers and computers that include GIS data manipulation and storage. Support the distribution, documentation, and management of DTRA CBRNE decision support analysis programs including user group and software licensing processes. Keep professionally current and proficient in all aspects of CBRNE analysis. The contract vehicle for this potential acquisition is anticipated to be a single award Indefinite Quantity Indefinite Delivery contract, and the pricing arrangement is anticipated to be Cost Plus Fixed Fee. Please reference HDTRA1-08-R-0010 in any response. No solicitation exists at this time; therefore, do not request a copy of the solicitation. When the solicitation is released it will be synopsized in FedBizOpps. It is the potential offeror’s responsibility to monitor this site for the release of any solicitation or synopsis. THIS SYNOPSIS DOES NOT COMMIT THE GOVERNMENT TO CONTRACT FOR ANY SUPPLY OR SERVICE. THE GOVERNMENT WILL NOT PAY FOR ANY INFORMATION OR ADMINISTRATIVE COSTS INCURRED IN RESPONSE TO THIS SYNOPSIS.
