Description
The Marine Corps Air Station, Cherry Point, NC has a requirement for a mobile railcar mover. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number M00146-08-T-3349 is hereby issued as a Request for Quotation. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-26 and Defense Acquisition Circular 98-100. This acquisition is unrestricted. The North American Industry Classification System code 336510. This Government intends to award a firm fixed priced contract, for the following item: Item 0001 - 1 each, new mobile railcar mover. The railcar mover will be used for moving rail cars filled with coal to the unloading area and then restaging the empty cars for pickup. Essential Characteristics: Railcar mover must be equipped with both a set of steel rail wheels and rubber tire road wheels, which allow operators to "drive" to a location and mount the rails, lower the rail wheels and raise the road wheels, and couple to rail cars. The railcar mover must also have a front and rear hydraulically operated coupler to allow for separate push and pull operations. By working both couplers together, the vehicle should be able to push and pull railcars at the same time. All operating functions must be controllable from within the operator's cab much like an actual locomotive. The railcar mover must include the following options: Second Weight Transfer Coupler Ground Control Safety System Roof Mounted Strobe Light Mirror package Exhaust - Standard with Spark Arrestor Transmission - 3 speed Tires - Standard Lug Tires Brakes - Dry Disc Brakes Accessories - Spot lights, Fire extinguisher, Central lube system Drive Wheels - 4x2 Engine - Diesel Hour Meter 2 Sets of Parts and Service Manuals The delivery requirements are FOB destination and are to be delivered to Marine Corps Air Station, Cherry Point, NC 28533. Delivery is required within ninty (90) days of award or sooner. The following clauses and provisions are incorporated and are to remain in full force in any resultant purchase order: FAR 52.212-1, Instructions to Offers - Commercial Items. FAR 52.212-1 Addendum. The following addition/changes are made to FAR Provision 52.212-1, which is incorporated by reference: The following provision(s) is/are hereby incorporated by reference: FAR 52.211-14 Notice of Priority Rating For National Defense Use. DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items. A completed copy of this provision shall be submitted with the offer. The following provision is hereby incorporated in full-text: 52.233-2 SERVICE OF PROTEST (a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the Government Accountability Office (GAO), shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt from Kathy M. Rogers, Contracting Officer Supply Directorate, Contracting Department PSC Box 8018 MCAS Cherry Point, NC 28533-0018 (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO. (End of provision) Evaluation Factors: Award shall be made to the lowest priced responsible offeror, whose offer conforms to the solicitation, and who demonstrates acceptable past performance. This requirement has a Defense Priorities and Allocations System (DPAS) rating of DO-C9.
