- THE SOLICITATION AND IT’S RESULTANT CONTRACT ARE SET ASIDE FOR SMALL BUSINESS CONCERNS WITH THEIR PRIMARY OFFICE LOCATED WITHIN THE STATE OF MONTANA. This pre-solicitation notice is for the procurement of design services and construction of three facilities in Montana, as follows: one (1) Secondary Inspection Station at the Morgan Border Station, one (1) Secondary Inspection Station at the Wildhorse Border Station, and one (1) Vehicle Storage Garage at the Havre Sector Headquarters in Havre, Montana. The scope of work involves the design and installation of pre-fabricated completely operable garage facilities. Work shall include, but is not limited to, demolition of existing building, sitework, relocation of existing utilities, mechanical, electrical, entry/exit roadways, etc. NAICS – 236220 with a size standard of $33.5 million. The estimated range for the total contract value is between $1 million and $1.5 million. Contract completion shall be December 31, 2008. The solicitation will be issued on or about August 26, 2008, with proposals due not later than COB September 9, 2008. Award will be a firm fixed price contract, and the procurement method shall be a competitive negotiated Request for Proposals. The following evaluation factors shall be used in determining the contractor offering the best value to the Government: (1) Past performance on similar projects, (2) Prior experience of construction firm with design firm, (3) Schedule, and (4) Price. The subject solicitation includes Sensitive But Unclassified (SBU) information. For reasons of security and before release of SBU information, the requester must complete the Document Security Notice to Prospective Bidders/Offerors form, and provide the following information: company name and address; point of contact name, phone number, and e-mail address; company DUNS number and Tax ID number; company’s bonding limitation for a single contract; and a copy of the company’s business license. All requests shall be submitted on the company’s official letterhead via e-mail to tracy.mcgrady-barnes@gsa.gov. Specifications and requirements will be furnished with the solicitation to all eligible and interested parties via e-mail.
