<!--[if supportFields]> EN-CA'> style='mso-spacerun:yes'> SEQ CHAPTER \h 1 <![endif]--><!--[if supportFields]> lang=EN-CA style='mso-ansi-language:EN-CA'> <![endif]-->The National Cancer Institute (NCI), Division of Cancer Epidemiology and Genetics (DCEG), Hormonal and Reproductive Epidemiology Branch (HREB) plans to procure on a sole source basis services in support of the Ghana Study on Hormone Profiles from the Universite Laval, Pavillion Des Sciences De L’education; Room 1434; 2320 Rue Des Bibliotheques; Quebec; QC; G1V 0A6, CAN. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b)(1). The North American Industry Classification System code is 541380 the business size standard is $11 million. The NCI Division of Cancer Epidemiology and Genetics has conducted a population-based screening for prostate cancer in Accra, Ghana, to investigate the burden of prostate disease in Africans and reasons for the very high rates of prostate cancer in African Americans. This procurement is to provide support for hormone assays to establish hormonal profiles in Africans and African Americans in order to gain insights into the role that sex steroids play in prostate cancer etiology. The NCI plans to assay 900 samples (study samples + quality control samples) with GC-MS and LC-MS. The period of performance is September 20, 2008 – September 10, 2009. The contractor shall: <!--[if !supportLists]--> - <!--[endif]-->Perform GC-MS to measure circulating levels of unconjugated hormones, including dehydroepiandrosterone ( DHEA), androst-5-ene-3 b,17 b -diol (A5-diol), androstenedione (4-dione), testosterone (T), androsterone (ADT), dihydrotestosterone (DHT), estrone (E 1 ), and estradiol (E 2 ) <!--[if !supportLists]--> - <!--[endif]--> Perform LC-MS assays to measure circulating levels of conjugated hormones, including androsterone glucuronide (ADT-G), 5α-androstane-3α,17 b –diol 3-glucuronide (3 a -diol-3G), 5α-androstane-3 α,17 b- diol 17-glucuronide (3 a -diol-17G), and estrone sulfate (E 1 S) <!--[if !supportLists]--> - <!--[endif]--> Pass the proofs of performance pilot test and maintain the high quality of these assays, as estimated by low levels of the coefficients of variation (CVs) and high levels of intra-class correlation coefficients (ICCs). Preferably, keep the inter-assay CVS lower than 10% and ICCs higher than 85%. The NCI is establishing hormonal profiles in Africans and African Americans for comparison. Laval University is the only laboratory that can measure both 3 alpa-DIOL-3G and 3 alpha -DIOL-17G. In addition, the NCI has conducted pilot testing at this lab to assess the reproducibility of the GC-MS assays. The reproducibility is very high (>99%) reproducibility and the sensitivity and specificity of the assays is excellent. This is not a solicitation for competitive quotations. However, if any interested party believes they can meet the above requirement, they may submit a statement of capabilities. All information furnished shall be in writing and must contain sufficient detail to allow the NCI to determine if it can meet the above unique specifications described herein. An original and one copy of the capability statement must be received in the NCI contracting office by 11:00 AM ET on September 2, 2008. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
