Description
The National Cancer Institute (NCI), National Epidemiology Branch (NEB), Division of Cancer, Epidemiology and Genetics (DCEG) plans to procure on a sole source basis, measurements of plasma vitamin C concentrations with Craft Technologies, Inc. 4344 Frank Price Church Road; Wilson, NC 27893. The supplies and services herein are being procured in accordance with the simplified acquisition procedures as stated in FAR Part 13.106-1(b)(1). The North American Industry Classification code is 541711 and the business size standard is 500 employees. Period of Performance: One year from the date of award. Esophageal and gastric cancers are the sixth and second leading causes of cancer death in the world respectively, while stroke is another leading cause of death. Poor diets have been linked to esophageal and gastric cancers and stroke in many studies. Vitamin C may be associated with the risk of these diseases, but very few epidemiologic studies have collected blood with appropriate preservatives to complete prospective analyses. The Nutritional Epidemiology Branch is currently examining the hypothesis that plasma vitamin C status is associated with the risk of esophagealcancer, gastric cancer and stroke. The overall purpose of this procurement is to measure plasma vitamin concentrations in 25 samples to assess the association between vitamin C and the risk of these diseases in Linxian, China, an area with marginal nutrition and high rates of all three of these diseases. Contractor requirements: 1. Measure plasma vitamin C concentrations in the provided 25 microliter plasma samples. Measurements shall be made using HPLC separation and vitamin C shall be detected using a UV detector and a second confirmatory detection method. The current acquisition is based on the need to generate data on plasma vitamin C concentrations using an efficient previously demonstrated valid method. The Nutrition Intervention Trial cohort study provides one of the only analytical epidemiologic studies of esophageal cancer, stomach cancer, and stroke that collected blood samples with the appropriate preservative to stabilize plasma vitamin C. Most clinical reference laboratories require plasma volumes much larger than necessary. The standard required volume at these laboratories is 1 ml of plasma or 1.5 ml in the case of suspected deficiency. We expect many of our subjects to be deficient and cannot spare this large volume of plasma. Craft technologies can complete the required assay using only 25μl of plasma. Craft Technologies can also provide a limit of quantitation of <0.2μg/mL using this small volume of plasma. Craft Technologies Inc. is the only source known to the NCI capable of providing these services with the limited amount of plasma. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. An original and one copy of the capability statements must be received in the contracting office by 11 AM ET September 2, 2008. Faxed and E-mailed capability statements are not authorized. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
