Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this request is 70181-8-R074 and is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC 05-06) and Federal Acquisition Regulation (FAR). This is a small business set-aside procurement under NAICS classification code, 541620, and PSC code, R413. The small business size standard is $7 million. SCOPE OF WORKThe U.S. Fish and Wildlife Service is seeking assistance in developing study designs to assess anadromous fish presence, distribution by habitat type, and timing of use in Knik Arm, Alaska. These study designs will be used as a basis for future funding proposals for an assessment of anadromous fish use in the Knik Arm over multiple years. The overall goal of this scope of work is to develop study designs that will address high-priority information needs for anadromous fish use of habitat in the Knik Arm, with an emphasis on methodologies (such has hydroacoustics), sampling units, spatiotemporal coverage, and sources of funding. Please see Attachment #1 for additional information regarding the scope of work. LINE ITEMSPlease provide a detailed price schedule identifying the number of hours, staff position, and hourly rates for each of the tasks below. 1. Identify at least three research questions or information needs that have been identified as a high priority within Knik Arm, either by the Service or by multi-stakeholder planning groups. Such needs may include (but not be limited to) topics such as the identification of habitats with high and low fish biomass by season; salmon use of Knik Arm by habitat type, season, and life stage; and the associations between natural environmental or human-made features and fish presence. As part of this task, the contractor will organize and facilitate a half-day meeting (with participants identified by the Service) with the goal of verifying the research questions or information needs that have been identified as a high priority within Knik Arm. 2. Conduct a background literature search for each research question/need. 3. For the research questions or information needs identified and with concurrence of the Service, develop complete study designs that include sampling methods, timing, sample sizes, performance metrics, and estimated costs. Depending on the specific research questions or information needs, these study designs may be conceptually linked or they may be developed incrementally in successive years, from pilot to full studies. As part of this task, the contractor will organize and facilitate a half-day meeting (with participants identified by the Service) with the goal of critically reviewing proposed study designs, or alternately, at the direction of the Service, the contractor will seek comments from participants via electronic mail. Additionally, another meeting will be held with the Service to discuss study designs. 4. Identify potential sources of funding for these study designs, and submit at least one complete proposal at the direction of the Service. The proposal is expected to be a Service proposal with the contactor performing field work, data analysis and report preparation and may include a partnership with other agencies, non-governmental organizations, or Alaska Native groups or any combination of these. At least two meetings will be held with the Service and other participants identified by the Service to discuss issues related to submittal of a proposal. DELIVERYThe period of performance for the Knik Arm study design is September 15, 2008 through November 30, 2008, before the closure of the proposal call for the 2009 Alaska Sustainable Salmon Fund. CLAUSES AND PROVISIONS:The following FAR provisions apply to this acquisition:52.212-01, Instructions to Offerors-Commercial52.212-02, Evaluation-Commercial Items. The specific criteria to be used for evaluation, listed in declining order of importance, shall be as follows:1) Expertise of both the firm and the principal project investigator with use of hydroacoustic technology in marine/estuarine waters.2) Recent fish study experience of both the firm and the principal project investigator in Knik Arm/Upper Cook Inlet, including use of hydroacoustics, tow netting and beach seines in the intertidal and nearshore zone.3) Experience of both the firm and the principal project investigator with preparation of successful proposals to the Alaska Sustainable Salmon Fund or the Pacific Coastal Salmon Recovery Fund.4) PriceAll other evaluation factors other than price, when combined, are significantly more important than price.
