Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. The National Heart, Lung, and Blood Institute is seeking to issue a purchase order on a competitive basis to a vendor within one of the following socioeconomic groups: 8(A), small business, small disadvantaged business, hubzone, women owned, veteran owned, Veteran owned small business, or service disabled veteran owned, to develop a genetic/genomic resource tool for healthcare professional education. The first objective of this project is to develop the architecture for a web-based learning management system “Genetic/Genomic Resource Tool” that would become the organizational tool for genetic/genomic information and materials relevant to educators of healthcare providers. The second objective of this project is to create mechanisms to support the infrastructure of the genetic/genomic resource tool. The following additional tasks will be required: 1.Meet with NHGRI staff personnel to define different aspects of the project, make assignments, and discuss requirements for delivery of the resource. 2.Submit design of the template to be used for the prototype of data collection, mapping, entry, and accessing. 3.Upon approval of the prototype, data entry of agreed upon educational resource information will occur by the contractor. 4.At an interim point, when the site has functionality but not all of the final content, a version will be provided for accessing and pilot testing by the interdisciplinary participants so that adjustments to the program can be made based on the pilot test outcomes. 5.When the resource has been fully populated with all content, it will be made available for extensive review and finalization. 6.Mechanisms for quality review and data updates will be determined and approved. The following deliverable items will be required: 7.Ongoing communication with GHB project officer, to be held bi-monthly. 8.A freely available, open source, platform for providing model curriculum mapping methodology. 9.Searchable database with all data entered and functional for utilization by healthcare disciplines 10.Upon project completion, establish mechanisms (i.e., manual) to provide training to personnel, and to maintain current, up-to-date genomic educational resources for healthcare professional education The proposed Period of Performance for this project will be September 30, 2008 through September 29, 2009. The North American Industry Classification (NAICS) Code is 541511 and the Size Standard is $23.0M. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this notice. All responses should include a firm fixed price; documentation of the capabilities of meeting the government requirements; at least three references documenting successful past performance in meeting Government minimum specifications; a proposed delivery schedule; prompt payment discount terms; the DUN & Bradstreet number (DUNS); the Taxpayer Identification Number (TIN); and the offeror’s business size. The submission will be evaluated on the content of the above documents. The offeror must also register in the Government’s Contractor Registry System, Note: www.ccr.gov. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurements.
