Description
The estimated issue date of the Request for Quotation (RFQ) is 8 Sep 08 and the closing date of the RFQ is 15 Sep 08. Award is expected to occur approximately 10 days after closing. RFQ # is FA8119-08-Q-0020. MIPR Number is F3YCDW8190G001. The nomenclature/Noun is Skin Waviness Measurement Tool and is applicable to the KC-135 Aircraft. The NSN is 4720-01-517-44754FL and the Part Number is F733-10604-1. The RMC code is B - This part must be repaired by a source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit repair by other sources. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. The last procurement was in September 2005 to McDonnell Douglas Corporation, quantity of 2 each. This is a Sole Source Buy to McDonnell Douglas Corporation, a Subsidiary of The Boeing Company. There are no Qualification Requirements at this time. The Line item consists of a quantity of 3 each. The required delivery is 1 each every thirty (30) days after receipt of reparable. Another line item will be for Over and Above and one for Data and Reports if needed. Shipping instructions will be provided to the contractor by phone, fax or other electronic means. Proposed contact action is to establish a Firm Fixed Priced Order for the quantity of 3 each. This proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one, or a limited number of sources under the authority of FAR 6.302. Authority: 10 U.S.C. 2304(C)(1). The contractor shall provide all labor, facilities, equipment and all material to accomplish remanufacture, test, packing and packaging and return to the government in accordance with the work specifications contained in the contract and the line items of the Air Force equipment listed above. No telephone requests. Only written or faxed requests received directly from the requestors are acceptable. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within twenty-four days after date of publication of this synopsis will be considered by the Government. A Determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firm(s) listed. Note: An Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
