Description
The National Institutes of Health (NIH) Fogarty International Center (FIC) has a requirement to procure analytical research service to support the Research and Policy for Infectious Disease Dynamics (RAPIDD) program. This research will involve collaborative involvement on working groups, and development of mathematical model of Zoonoses, and more specifically SARS, and Rotavirus. In order to achieve the goal of supporting policy, planning, and response decisions to the investigation of the dynamics and control of infectious diseases, the contractor shall perform the following tasks: 1) write consensus papers demonstrating proven and innovative solutions aimed at redefining the state of the art mathematical models with respect to the specific infectious disease 2) distinguish the factors that define zoonoses and the ability to model and control the dynamics 3) perform an comparative study across zoonoses to estimate transmission rate, effects of life history, potential for drug resistance 4) provide methods of countermeasure development and response planning 5) determine the role of incomplete immunity in the spatio-temporal dynamics of rotavirus. Contractor shall have 1) an ability to contribute their knowledge to the understanding of how seasonal factors affect the dynamics of rotavirus transmission and the potential impact of vaccination 2) an ability to travel among sites of academic institutions, government agencies for workshops and seminars 3) a strong quantitative background demonstrated by experience in rigorous analysis of original and published data on zoonotic infectious diseases 4) demonstrated experience with developing and testing theoretical models in parallel with comparative field and laboratory research on zoonoses 5) a broad knowledge of infectious disease biology and public health issues, and a successful rack record of making presentations to and working with multi-disciplinary groups of scientists and health professionals. Award will be based on best value. This is a set aside for small business. The North American Industrial Classification (NAICS) code 541690 with a size standard of $6.5. All respondents are requested to identify their firms size and type of business. All responsible vendors that are capable of providing the Government with the items that are listed above may request a copy of the Request for Quote (RFQ) in writing or by FAX to 301-480-4226 to the Contracting Office prior to the closing date of this notice. It is anticipated that RFQ NIHTW2008006 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. The anticipated award date is September 15, 2008. Quotations must be submitted in writing to the National Institute of Diabetes and Digestive and Kidney Diseases, 6707 Democracy Blvd., Room 770A, Bethesda, MD 20817 Attention: Nydia Sagna.
