- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation documents, incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-27. Solicitation number AG-8379-S-08-031 is issued as a Request for Quotation (RFQ) in accordance with FAR subpart 13.5. This acquisition is a 100% small business set-aside. The Northern American Industry Classification System (NAICS) code is 484220 and the size standard is $21.5 Million. A firm-fixed price purchase order will be issued under the Test Program for Certain Commercial Items. Period of performance – 45 Calendar Days from date of Notice to Proceed. The solicitation is for hauling approximately 3700 cubic yards of 3” Pit Run aggregate to National Forest System Road (NFSR) 148, also know as Salitral Road, with the line item as follow: ------------------------------------------------------------------------------------------------------------------ Item 1: Load, Haul and windrow approximately 3700 loose cubic yards of 3” pit run aggregate to NFSR 148 (Salitral Road), Coyote Ranger District, Santa Fe National Forest, New Mexico. ------------------------------------------------------------------------------------------------------------------ The accepted quantity will be paid for at the contract unit price accepted in this contract. All other items of work necessary to complete the project will be considered incidential to the cubic yard haul payment. Payment shall be full compensation for all labor, material, equipment, tools, transportation, and incidentals necessary to complete the work prescribed. Description of Work - Load, haul and windrow approximately 3,700 cubic yards of 3 inch base aggregate for approximately 15 miles to National Forest System Road (NFSR) 148, also known as Salitral Road from a government purchased source approximately 6 miles west of US 85/NM 96. Haul begins at the pit run aggregate source location approximately 6 miles west of the junction of US 84/NM 96. Windrow placement location begins approximately 6 miles west of Coyote, NM, at the junction of NM 96/NFSR 148 and continuing approximately 2.5 miles on NFSR 148. Begin windrow of pit run aggregate for the next 2.5 miles, as staked on the ground. Requirements - Haul the aggregate and windrow in the roadway for spreading by government furnished motor grader. Measurement - Measure aggregate by the cubic yard. Payment - The accepted quantities will be paid at the contact price per unit of measurement. The Government will award the contract to that responsible vendor or vendors whose quotation, conforming to the combined synopsis/solicitation, will be most advantageous to the Government, considering price and the price-related factors included in the combined synopsis/solicitation. The factors are in descending order of importance. Factor One – Unit price for hauling material. Factor Two - Vendor’s availability of equipment (number of trucks) – provide details. FAR 52.212-3, Offeror Representations and Certifications--Commercial Items, must be completed and included with offer. These clauses can be accessed through the website http://www.arnet.gov/far/.
