- SUBJECT: PERFORMANCE DECISION OF A STREAMLINED COMPETITION STUDY UNDER OMB CIRCULAR A-76, DEPARTMENT OF HEALTH AND HUMAN SERVICES, ADMINISTRATION FOR CHILDREN AND FAMILIES Pursuant to OMB Circular A-76, on March 10, 2008 public notification was made to announce a streamlined competition study of the customer service and data analysis functions located in the ACF central office in Washington, DC and its regional office in Dallas, TX. On July 22, 2008, consistent with procurement integrity, ethics, and standards of conduct rules, including the restriction of 18 U.S.C. 208, the ACF Competitive Sourcing Representative reviewed and certified the streamlined competition form (SLCF), indicating the study’s completion. Under this formal notification, the Contracting Officer announces the performance decision that these functions and operations will continue to be performed by the government. In accordance with the streamlined procedures as specified by OMB Circular A-76, dated May 23, 2003, the SLCF shall be made available upon public request. Furthermore, it is noted that no party may contest any aspect of a streamlined competition. The ACF Point of Contact is Shkeda Johnson, Management Analyst.
